TO PROMOTE AND FACILITATE THE SUSTAINABLE AND EQUITABLE DEVELOPMENT OF THE GERMANTOWN SECTION OF PHILADELPHIA AND ITS BUSINESS CORRIDORS.
BUSINESS SERVICES - TARGETED CORRIDOR MANAGEMENT PROGRAM (TCMP): GUCDC PROVIDED DIRECT ASSISTANCE, ADVISE, AND SUPPORT SERVICES TO BUSINESSES AND COMMERCIAL PROPERTY OWNERS IN THE CENTRAL GERMANTOWN CORRIDOR. THE ORGANIZATION IS CHARGED WITH IMPLEMENTING THE CITY'S TCMP PROGRAM IN OUR AREA. THIS WORK IS DONE IN COLLABORATION WITH THE PHILADELPHIA DEPARTMENT OF COMMERCE. GUCDC WORKS TO IMPROVE THE CORRIDOR BY: HELPING NEIGHBORHOOD BUSINESSES TAKE ADVANTAGE OF PROGRAMS AND RESOURCES, ATTRACTING NEW BUSINESSES TO VACANT PROPERTIES AND STOREFRONTS; WORKING WITH PARTNERS TO MAKE THE AREA SAFE, CLEAN, AND ATTRACTIVE FOR SHOPPERS. GUCDC ALSO HELPED BUSINESS AND PROPERTY OWNERS UPGRADE THEIR STOREFRONTS THROUGH THE STOREFRONT IMPROVEMENT PROGRAM; ACCESS CAPITAL AND FIND GRANTS AND LOANS WITH FORGIVABLE AND LOW-INTEREST OPTIONS; PROVIDED SUPPORT WITH NAVIGATING CITY SERVICES, LICENSES, PERMITS.
RESIDENT SERVICES - NEIGHBORHOOD ADVISORY COMMITTEE (NAC) PROGRAM: GUCDC WORKED WITH THE CITY OF PHILADELPHIA'S DIVISION OF HOUSING AND COMMUNITY DEVELOPMENT (DHCD) TO IMPLEMENT THE NAC PROGRAM IN GERMANTOWN. THE NAC SERVES GERMANTOWN'S LOW- AND MODERATE-INCOME RESIDENTS. GUCDC HELPED RESIDENTS LEARN ABOUT CITY PROGRAMS THAT COULD BENEFIT THEM, WITH A FOCUS ON: PREVENTING MORTGAGE AND REAL ESTATE TAX FORECLOSURE, FINANCIAL COUNSELING; ANTI-PREDATORY LENDING EDUCATION; HOME REPAIR RESOURCES; PRE-PURCHASE AND HOME-OWNERSHIP COUNSELING; RENTER ASSISTANCE REFERRAL SYSTEMS, AND MORE. A MAJOR GOAL WAS KEEPING RESIDENTS IN THEIR HOMES AND AVOIDING DISPLACEMENT. SPECIFICALLY, GUCDC CONDUCTED DIRECT OUTREACH AND EDUCATION TO RESIDENTS AT RISK OF MORTGAGE AND REAL ESTATE TAX FORECLOSURE OR DELINQUENCY. EVERY MONTH, WE REVIEWED A LIST OF LOCAL PROPERTY ADDRESSES FACING THIS ISSUE. OUR STAFF MADE SITE-VISITS TO EACH HOME AND FOLLOWED UP WITH COLD CALLS, THE PURPOSE BEING TO MAKE CONTACT AND OFFER AVAILABLE ASSISTANCE.
ZERO INTEREST REVOLVING FUND LOAN PROGRAM FOR HISTORIC FACADE IMPROVEMENTS: GUCDC ESTABLISHED THIS PROGRAM THROUGH A GRANT FROM THE 1772 FOUNDATION. THE GOAL WAS TO PROVIDE INTEREST-FREE LOANS TO COMMERCIAL PROPERTY OWNERS WITHIN OUR SERVICE AREA AND ON GERMANTOWN AVENUE, PART OF THE COLONIAL GERMANTOWN NATIONAL HISTORIC DISTRICT. THE PROGRAM INCLUDED EDUCATING BUSINESSES AND PROPERTY OWNERS IN THE TARGET AREA ON THE IMPORTANCE OF WELL-MAINTAINED AND AESTHETICALLY APPEALING STOREFRONTS BY PRESERVING, MAINTAINING, OR RE-CREATING THEIR BUILDINGS' HISTORIC FACADES THROUGH HISTORICALLY SENSITIVE RENOVATIONS. THIS PROGRAM RECOGNIZED THAT ADHERING TO HIGH QUALITY, HISTORIC DESIGN GUIDELINES IS TYPICALLY COSTLY AND AIMED TO PROVIDE A NEW SOURCE OF FUNDING TO SUPPORT REINVESTMENT.
