NETS STEPS PROGRAM IS A COMPREHENSIVE APPROACH THAT UTILIZES A VARIETY OF TREATMENT RESOURCES TO ENABLE PERSONS WITH OPIOID USE DISORDER TO REMAIN ABSTINENT. THE PROGRAM USES METHADONE, SUBOXONE AND VIVITROL IN CONJUNCTION WITH COUNSELING AND BEHAVIORAL THERAPY MODALITIES TO HELP THOSE SERVED TO RECOVER AND BE A PRODUCTIVE MEMBER OF SOCIETY. DURING COVID-19, IN-PERSON GROUP SERVICES DECLINED, WHICH RESULTED IN LESS ENGAGEMENT BETWEEN PATIENTS AND COUNSELORS. CENSUS NUMBERS AVERAGED 418 FOR BRIDGE STREET AND 203 FOR STATE ROAD.

PENNSYLVANIA ADDICTION TREATMENT SERVICES, PROVIDES VARIOUS LEVELS OF CARE, WHICH INCLUDE THE FOLLOWING: RESIDENTIAL REHABILITATION PROGRAM FOR CHEMICALLY DEPENDENT MEN, LICENSED AS A SHORT-TERM AND LONG-TERM RESIDENTIAL FACILITY. 195 ADMISSIONS WERE DONE IN FY20. NET'S 23-HOUR OBSERVATION UNIT IS DESIGNED TO PROVIDE 24/7 ACCESS TO DRUG AND ALCOHOL TREATMENT AND WITHDRAWAL MANAGEMENT FOR INDIVIDUALS DEALING WITH ADDICTION. A TOTAL OF 1,489 ASSESSMENTS WERE DONE IN FY20. PHILA IOP-OP IS AN OUTPATIENT PROGRAM TREATING INDIVIDUALS LIVING WITH SUBSTANCE USE DISORDER AND CO-OCCURRING MENTAL HEALTH DISORDERS. CONTINUED ON SCHEDULE O.THE PROGRAM OPERATES IN THREE OF THE PHILADELPHIA'S NEIGHBORHOODS MOST AFFECTED BY ADDICTION, MENTAL ILLNESS, GUN VIOLENCE, UNEMPLOYMENT AND OTHER SYSTEMIC PROBLEMS COMMON IN MAJOR CITIES. COVID-19 HAS LIMITED OUR ABILITY TO CONNECT WITH CLIENTS. OUR IN-PERSON GROUPS HAVE BEEN REDUCED FROM TWELVE PERSONS TO SIX DUE TO THE NEED TO SOCIALLY DISTANCE. FRANKFORD SITE HAD AVERAGE CENSUS OF 89, NORTH SITE HAD AVERAGE CENSUS OF 59 AND WEST LOCATION HAD AVERAGE CENSUS OF 80. THE BETHLEHEM AND EASTON SITES CONTINUE TO IMPLEMENT THE GROUP RECOVERY MODEL. COVID-19 CONTINUES TO PREVENT US FROM ENGAGING CLIENTS IN TREATMENT. THE MAJORITY OF SERVICES CONTINUE TO BE PROVIDED THROUGH TELEHEALTH. CENSUS AVERAGE FOR BETHLEHEM WAS 89 AND EASTON WAS 97.

CHILD WELFARE & JUVENILE JUSTICE SERVICES: NET CENTERS OPERATES A CONTINUUM OF PROGRAMS FOR YOUTH AND FAMILIES KNOWN TO THE PHILADELPHIA DEPARTMENT OF HUMAN SERVICES (DHS) OR PHILADELPHIA JUVENILE PROBATION OFFICE (JPO) BECAUSE THERE WERE REPORTED CONCERNS REGARDING THE CARE AND SUPERVISION OF CHILDREN (CHILD WELFARE SERVICES) OR BECAUSE A YOUTH ENGAGES IN CRIMINAL ACTIVITY (JUVENILE JUSTICE SERVICES). ALL PROGRAMS TAKE A TRAUMA INFORMED APPROACH TO SERVICE DELIVERY. NET OFFERS PLACEMENT AND PERMANENCY SERVICES FOR CHILDREN INVOLVED IN THE CHILD WELFARE SYSTEM. FOR FY20, WE SERVED APPROXIMATELY 901 CHILDREN THROUGH FOSTER CARE AND OUR GROUP HOME FOR GIRLS. CONTINUED ON SCHEDULE O.NET ALSO OPERATES A 20-BED GROUP HOME FOR ADOLESCENT FEMALES WHOSE NEEDS CANNOT BE MET IN A LOWER LEVEL OF CARE SUCH AS IN A FOSTER HOME. IN THE JUVENILE JUSTICE SYSTEM, NET PROVIDES THREE SERVICES: COMMUNITY INTERVENTION CENTER (CIC), EVENING REPORTING CENTER (ERC), IN-HOME DETENTION (IHD) AND SPORTS FOR JUVENILE JUSTICE (SJJ). THESE ARE COMMUNITY-BASED SUPPORTS FOR YOUTH INVOLVED IN THE JUVENILE JUSTICE SYSTEM. YOUTH CAN EXPECT TO RECEIVE DIVERSE SERVICES SUCH AS COGNITIVE LIFE SKILLS GROUPS, PSYCHOEDUCATIONAL GROUPS, EDUCATION ASSISTANCE, ARTS, SPORTS, MUSIC, CULTURE, GRIEF COUNSELING, VICTIM AWARENESS, CAREER AND VOCATIONAL. DUE TO COVID-19, THESE SERVICES WERE IMPACTED BY A REDUCTION IN THE NUMBER OF REFERRALS TO THE PROGRAM AS WELL AS HOW SERVICES WERE PROVIDED, E.G. VIRTUAL AND/OR HYBRID PROGRAMMING. FOR FY20, NET ERC SERVED 38 YOUTH. THE ERC IS A PA PACTT AFFILIATE AND PROVIDES CULINARY ARTS PROGRAMMING AS WELL. IHD IS A PR ADJUDICATORY DISPOSITION ORDERED FOR YOUTH IN THE JUVENILE JUSTICE SYSTEM AS AN ALTERNATIVE TO DETENTION TO MITIGATE RISK FOR REOFFENDING OR FAILING TO APPEAR TO THEIR COURT HEARING THROUGH GROUP AND INDIVIDUAL SERVICES FOR 22.5 HOURS A WEEK. FOR FY20, IHD SERVED APPROXIMATELY 421 YOUTH. LASTLY THROUGH SPORTS FOR JUVENILE JUSTICE, NET SERVES AS A COORDINATOR OF SPORTS ACTIVITIES FOR YOUTH INVOLVED IN THE JUVENILE JUSTICE SYSTEM CITY-WIDE. YOUTH CAN BE EXPOSED TO TENNIS, GOLF, FLAG FOOTBALL, DANCE, ETC. SERVICES WERE EXTREMELY LIMITED IN FY20 DUE TO PANDEMIC AND CONTACT SPORTS BEING A HIGH-RISK ACTIVITY.
