Organizations Filed Purposes: The mission of the Organization is to provide adequate and affordable property and liability coverage for each participant, all of whom are government entities, at the lowest possible cost by pooling or sharing of certain liability risks and to reduce the amount and frequency of losses incurred by each participant by utilizing loss control procedures.

The Organization provides and administers a property and casualty insurance program pursuant to Pennsylvania statutory authority for the benefit of its participants, government entities, at the lowest possible cost and strives to reduce the frequency and amount of losses, minimize the costs incurred by participants in the handling and litigation of claims, and to protect participants from the volatility of the commercial insurance market.

Organization provides and administers a property and casualty insurance program pursuant to Pennsylvania statutory authority to provide adequate and affordable risk coverage for its participants, all of whom are government entities at the lowest possible cost.

Organization strives to minimize costs incurred by participants for obtaining adequate and affordable property and liability insurance. The organization returns a portion of policy premiums to its members in the form of policy dividends based upon claims experience thereby reducing the cost of coverage to participants.

Organization strives to reduce the amount and frequency of losses incurred by each participant by utilizing loss control procedures.
