Organizations Filed Purposes: WEST BRANCH DRUG AND ALCOHOL ABUSE COMMISSION (THE "COMMISSION") PROVIDES FUNDING FOR QUALIFIED INDIVIDUALS WHO ARE AFFLICTED WITH ALCOHOL AND OTHER DRUG ISSUES. CONTINUED ON SCHEDULE O.THE COMMISSION PROVIDES CASE MANAGEMENT SERVICES, INTENSIVE CARE MANAGEMENT SERVICES, AND PREVENTION/INTERVENTION SERVICES. THE COMMISSION CONTRACTS WITH LICENSED TREATMENT PROVIDERS ACROSS THE COMMONWEALTH OF PENNSYLVANIA FOR A FULL CONTINUUM OF CARE, INCLUDING OUTPATIENT, INTENSIVE OUTPATIENT, DETOX, REHABILITATION, AND HALFWAY HOUSES.

THE COMMISSION PLANS, DEVELOPS, AND ADMINISTERS LOCAL SUBSTANCE ABUSE PROGRAMS.

FOR THE YEAR ENDING JUNE 30, 2020, THE CASE MANAGEMENT UNIT SERVED OVER 2000 INDIVIDUALS, MADE REFERRALS AND PROVIDED CASE MANAGEMENT AND RECOVERY SUPPORT SERVICES, AS INDICATED, TO APPROPRIATE LEVELS OF CARE AT ANY ONE OF OUR 54 CONTRACTED PROVIDERS. OVER 7000 RESIDENTS WERE SERVED THROUGH THE COMMISSION'S PREVENTION EFFORTS. CLEARLY, THE PANDEMIC HAS AFFECTED THE WAY THE COMMISSION DELIVERS SERVICES BUT HAS NOT PREVENTED SERVICES FROM OCCURRING.

THE SAMHSA MAT-PDOA GRANT AWARDED IN 2017, PROVIDED FINANCIAL SUPPORT, EDUCATIONAL RESOURCES, AND STAFF RESOURCES TO THE COMMISSION TO PROVIDE MEDICATION ASSISTED TREATMENT, RECOGNIZED GOLD STANDARD OF CARE, TO THE COMMUNITY AND PROVIDERS OF LYCOMING AND CLINTON COUNTIES. THIS PROJECT WAS FURTHER EXTENDED. THE WARM HANDOFF PROGRAM OVER THE LAST THREE YEARS TO INCLUDE UPMC SUSQUEHANNA, PRIMARY CARE PROVIDERS, BEHAVIORAL HEALTH PROVIDERS, COMMUNITY BASED HUMAN SERVICE AGENCIES, AND FIRST RESPONDERS. THE GRANT HAS ALSO PROVIDED SERVICES TO INCARCERATED PERSONS AT LYCOMING COUNTY JAIL AND THE CLINTON COUNTY CORRECTIONAL FACILITY. CONTINUED ON "SCHEDULE O".THIS PROJECT HAS PROVIDED FIVE ASAM WAIVER TRAINING IN AN EFFORT TO INCREASE THE NUMBER OF MAT PROVIDERS, AS WELL AS CREATE ACCESS TO MAT FOR THOSE STRUGGLING WITH AN OPIATE USE DISORDER (OUD). MOST NOTABLE WAS THE 41.02% IMPROVEMENT REGARDING INCIDENCES OF OVERDOSE FROM 2018 TO 2019. THE COVID-19 PANDEMIC AFFECTED THE OVERDOSE RATE FOR 2020, AND ALTHOUGH IT WAS SLIGHT, STILL SHOWED A DECREASE IN OVERDOSE DEATHS. CERTIFIED RECOVERY SPECIALIST (CRS) STAFF ARE ON-CALL 24/7/365 TO PRESENT AT THE EMERGENCY DEPARTMENT OR VIA TELEHEALTH TO MEET WITH OVERDOSE SURVIVORS OR ANYONE AFFECTED BY SUBSTANCE USE TO ENGAGE, AND FACILITATE AGREED UPON SERVICES, WHETHER INPATIENT TREATMENT VIA A CASE MANAGER, OUTPATIENT SERVICES, AND MEDICATION ASSISTED TREATMENT AND/OR CRS FOLLOW-UP SERVICES. CRS STAFF OFFER ONSITE CONTACT FOR INDIVIDUALS WHILE IN INPATIENT TREATMENT AT SELECT FACILITIES IN ORDER TO PROVIDE BETTER CONTINUITY IN TRANSITION BACK TO THE COMMUNITY. THIS WORK CONTINUES. THE COMMISSION WAS AWARDED A PEARLS OF PASSION GRANT FROM THE FIRST COMMUNITY FOUNDATION PARTNERSHIP TO SUPPORT THE WARM HANDOFF PROJECT.FAMILY SUPPORTS HAVE BEEN EXPANDED. BALM, OR BE A LOVING MIRROR, WAS PROVIDED TO LOVED ONES OF INDIVIDUALS SUFFERING WITH A SUBSTANCE USE DISORDER IN BOTH LYCOMING AND CLINTON COUNTIES. ONE OF OUR STAFF BECAME CERTIFIED AS A CFRS (CERTIFIED FAMILY RECOVERY SPECIALIST) AND BEGAN OFFERING THIS AS A SUPPORT TO FAMILY MEMBERS IN BOTH COUNTIES AS WELL. DDAP ISSUED NEW CASE MANAGEMENT REQUIREMENTS JULY 1, 2020 THUS MANY PREPARATIONS WERE MADE PRIOR. THIS HAS AFFORDED THE OPPORTUNITY FOR MORE BILLABLE CARE UNDER HEALTHCHOICES. THE PILOT PROJECT CONTINUED WITH THE DEVELOPMENT OF NEW TOOLS AND IMPLEMENTATION OF A NEW DELIVERY SYSTEM IN SERVICE TO ITS CLIENTS. THE GOAL IN THIS WAS TO OFFER MORE COMPREHENSIVE CARE TO INDIVIDUALS WITH MORE PERSONALIZED, DEDICATED TIME TO DIRECT SERVICE.THE COMMISSION WAS AWARDED FUNDING UNDER A DDAP FIA ALLOWING FOR THE EXPANSION OF CASE MANAGEMENT AND CRS STAFF AND SERVICES. THIS WAS EFFECTIVE JULY 1, 2019 AND ENABLED THE COMMISSION TO EMPLOY FOUR (4) ADDITIONAL CASE MANAGERS, A SECOND CASE MANAGEMENT SUPERVISOR AND ANOTHER CRS. THE COMMISSION'S ASSISTANT DIRECTOR AND MAT COORDINATOR PARTICIPATED IN TRAINING AND DEVELOPMENT WITH THE GOVERNOR'S INSTITUTE ON PLANS OF SAFE CARE. THIS WAS INTENDED TO ESTABLISH CROSS-SYSTEMS NETWORKING AND PROTOCOLS TO SERVE INFANTS AFFECTED BY PRENATAL SUBSTANCE EXPOSURE. THIS WORK CONTINUES.THE SCA COORDINATED WITH A VENDOR TO CREATE A NEW, MORE COMPREHENSIVE AND USER-FRIENDLY WEBSITE. THIS HAS RESULTED IN MULTIPLE CONTACTS MADE FROM INDIVIDUALS IN NEED OF SERVICES AND/OR THEIR FAMILY MEMBERS. THE COMMISSION ALSO RAMPED UP IT'S FACEBOOK PAGE WHICH ALSO ENABLES MORE ACCESS TO SERVICES AND STAFF.

PREVENTION AND INTERVENTION PROGRAM FUNDS ARE UTILIZED TO PROVIDE COORDINATION FOR INDIVIDUALS WITH TENDENCIES TOWARD SUBSTANCE USE. FOR THE YEAR ENDING JUNE 30, 2020, OVER 7000 INDIVIDUALS RECEIVED PREVENTION SERVICES. STUDENTS IN 54 CLASSROOMS RECEIVED THE EVIDENCE-BASED TOO GOOD FOR DRUGS CURRICULUM. OTHER SERVICES INCLUDE THE STUDENT ASSISTANCE PROGRAM, DUI EDUCATIONAL CLASSES, PARENTING PROGRAMS, MENTORING, PRESENTATIONS, POSITIVE ACTION CLASSES, STRENGTHENING FAMILIES PROGRAM, ALTERNATIVE ACTIVITIES, GRASP SUPPORT GROUP, AND COMMUNITY COALITION SUPPORT.
