BI-CAP'S MISSION IS TO HELP LOW INCOME PEOPLE OBTAIN SELF-SUFFICIENCY.
BI-CAP'S LARGEST PROGRAM IS THE HEAD START/EARLY HEAD START PROGRAM. THIS PROGRAM OFFERS EARLY CHILDHOOD SERVICES FOR PREGNANT WOMEN AND CHILDREN AGES BIRTH TO FIVE YEARS OLD. THIS PROGRAM PROMOTES SCHOOL READINESS AND PROVIDES COMPREHENSIVE HEALTH, NUTRITIONAL AND SOCIAL SERVICES TO ELIGIBLE CHILDREN AND THEIR FAMILIES. HEAD START IS UNIQUE IN THAT IT OFFERS A TWO GENERATION APPROACH WHEN WORKING DIRECTLY WITH FAMILIES. THE FOCUS IS ON HELPING YOUNG CHILDREN DEVELOP THE EARLY LITERACY AND MATH SKILLS ALONG WITH THE SOCIAL-EMOTIONAL GROWTH TO BE SUCCESSFUL UPON KINDERGARTEN ENTRY. 99% OF OUR FAMILIES RECEIVED PARENTING INFORMATION. ALL ENROLLED CHILDREN HAVE COMPLETED MEDICAL AND DENTAL EXAMS AND ARE UP-TO DATE WITH IMMUNIZATIONS. OVERALL, PARENTS ARE SATISFIED WITH THE PROGRAM OPTIONS OFFERED TO OUR COMMUNITY.
SUPPORTIVE HOUSING IS MADE UP OF A VARIETY OF PROGRAMS AND FUNDING SOURCES TO ASSIST HOMELESS PEOPLE AND THOSE WHO ARE AT-RISK OF HOMELESSNESS. THE GOAL OF THE PROGRAM IS TO STABILIZE FAMILIES AND INDIVIDUALS IN HOUSING. SERVICES INCLUDE, BUT ARE NOT LIMITED TO: CASE MANAGEMENT, LINKING WITH COMMUNITY AND MAINSTREAM RESOURCES, RENTAL SUBSIDIES, AND OTHER SUPPORT.
WEATHERIZATION PROVIDES HELP TO INCOME ELIGIBLE HOMEOWNERS AND RENTERS TO IMPROVE THE ENERGY EFFICIENCY, HEALTH AND SAFETY AND TO HELP REDUCE THEIR ENERGY BILLS. PRIORITY IS GIVEN TO: HIGH ENERGY CONSUMPTION, ELDERLY, DISABLED AND SINGLE HEAD OF HOUSEHOLDS WITH CHILDREN. AN ENERGY AUDITOR EVALUATES THE HOME TO DETERMINE IF COST-EFFECTIVE ENERGY EFFICIENCY IMPROVEMENTS CAN BE COMPLETED. POTENTIAL ENERGY UPGRADES CAN INCLUDE: EXTERIOR WALL AND ATTIC INSULATION, AIR LEAKAGE REDUCTION AND FURNACE, BOILER AND WATER HEATER REPAIR OR REPLACEMENTS AND AS WELL AS EDUCATION TO REDUCE HOME'S ENERGY USAGE. 56 HOUSEHOLDS RECEIVED WEATHERIZATION SERVICES.
