Under it's policy, the Foundation gives 4% of the 3 year moving average total asset balance to the Gethsemane Evangelical Lutheran Church in 2 semi-annual payments, with stipulation that the funds are to be used for the expansion of program ministry beyond the congregation's approved budget.
