Organizations Filed Purposes: IS TO PROVIDE CHIDREN AND FAMILIES WITH QUALITY AND AFFORDABLE PRE-SCHOOL AND CHILD CARE IN THE EAST SAINT PAUL COMMUNITY. THE ORGANIZATION' SINGLE PURPOSE IS TO PROVIDE CHILD CARE TO AGE GROUPS FROM INFANT THROUGH PRE-SCHOOL MEETING AND EXCEEDING THE REQUIREMENTS OF THE MINNESOTA DEPARTMENT OF HUMAN SERVICES

AFTER ACQUISITION OF AN EXISTING BUSINESS IN LATE 2017, FOCUS WAS SHIFTED TO IMPORVING SERVICES BY RETAINING AND DEVELOPING EXISTING STAFF. SINCE THAT TIME, THE FOLLOWING STEPS WERE TAKEN: 1) SALARY INEQUITIES AMONG STAFF MEMBERS WERE CORRECTED, WHICH INCLUDED SUBSTANTIAL HOURLY RATE INCREASES FOR TWO EMPLOYEES. 2) VACATION BENEFITS WERE REWORKED SO THAT EMPLOYEES WERE NOT PENALIZED BY THE SALE OF THE BUSINESS AND THE SUBSEQUENT PAYOUT OF VACATION BENEFITS BY PREVIOUS EMPLOYER. CHANGES WERE MADE SO THAT: VACTIONS HOURS WERE ACCRUED BASED ON THE NUMBER OF HOURS PAID (INCLUDING OVERTIME); VACATION WAS IMMEDIATELY USABLE ONCE EARNED; A TWO-DAY VACATION DEFICITE WAS ALLOWED FOR ANY EMPLOYEE WISHING TO USE VACATION BEFORE ACCRUED; VACATION HOURS WERE ALLOWED TO ROLLOVER AT THE END OF THE YEAR; AND A TWO-DAY VACATION BONUS WAS AWARDED THE FIRST OF THE YEAR BEGINNING 01/01/2019 FOR ALL EMPLOYEES WHO HAD AT LEAST ONE YEAR OF SERVICE. 3) A CONTINUING EDUCATION REIMBURSEMENT BENEFIT WAS IMPLEMENTED. 4) AN EMPHASIS WAS PLACED ON PROMOTION FROM WITHIN. 5) THE CITY OF SAINT PAUL SICK AND SAFE TIME BENEIFIT WAS IMPLEMENTED. 6) A SIX-YEAR PLAN STANDARDIZING POSITIONS, SALARY RANGES AND YEARLY COMPENSATION INREASES WERE ADOPETED IN PREPARATION OF THE EVENTUAL IMPLEMTATION OF THE CITY OF SAINT PAUL $15.00 MINIMUM WAGE REQUIREMENT.

HAZEL PARK LEARNING CENTER'S CHILDCARE PROGRAM USES CURICULUM THAT FOCUSES ON USING MINNESOTA'S EARLY LEARNING STANDARDS FOR YOUNG CHILDREN, BIRTH TO FIVE YEARS, CALLED "EARLY CHILDHOOD INDICATORS OF PROGRESS" (ECIP). WORKING WITH THE WITH THE PARENT AWARE ORGANIZATION, HPLC FOR THE HASEARNED FIRST A TWO-STAR RATING, AND SUB SEQUENTLY A FOUR-STAR PARENT AWARE RATING. THIS RATING ENSURES FAMILIES THAT HPLC STAFF, TEACHERS AND PROVIDERS ARE HIGHLY QUALIFIED AND MEET STATEWIDE STANDARD OF EXCELLENCE. HPLC HAS CREATED A PROGRAM-WIDE PROFFESSIONAL DEVELOPMENT PLAN THAT ALSO INCLUDES USING APPROVED TOOLS TO TRACK CHILDREN'S DEVELOPENT AND ENCOURAGE FAMILY PARTICIPATION.

HAZEL PARK LEARNING CENTER CONTRACT WITH MN CHILD HEALTHCARE ASSOCIATES TO PROVIDE THE REQUIRED PERIODIC NURRSE VISITS TO EVALUATE THE PROGRAMS AND POLICIES OF THE CENTER. HPLC EMPLOYS THE SERVICES OF. OF QUALIFIED CHILDCARE SUBSTITUTE STAFF WHEN NEEDED TO FILL IN FOR ABSCENT EMPLOYEES. VOLUNTEERS ARE ONLY USED UNDER THE SUPERVISION OF TRAINED STAFF.
