REFUGEE ARRIVALSREFUGEE RECEPTION AND PLACEMENT (R&P): THE ORGANIZATION PROVIDED UP TO 90-DAY CASE MANAGEMENT TO 126 REFUGEES WHO ARRIVED IN MINNESOTA BETWEEN APRIL 2019 AND MARCH 2020. NUMBERS HAVE BEEN IMPACTED BY THE LOWERING OF THE REFUGEE CEILING SET BY THE EXECUTIVE BRANCH AND SEVERAL EXECUTIVE ORDERS IMPACTING THE UNITED STATES REFUGEE ADMISSION PROGRAM (USRAP).ASSISTANCE PROVIDED IN THIS PERIOD INCLUDED BASIC NECESSITIES (FOOD, CLOTHING AND CASH ASSISTANCE); HOUSING, CORE SERVICES AND WELCOME KITS FOR NEW REFUGEE ARRIVALS. THE ORGANIZATION, ALONG WITH VOLUNTEERS AND TEAMS FROM AREA CHURCHES, WELCOMES REFUGEES AT THE AIRPORT, SECURES APPROPRIATE HOUSING, PROVIDES BEDS, FURNITURE AND HOUSEHOLD SUPPLIES (LINENS, POTS, PANS, ETC.), AND HELPS REFUGEES ENROLL IN ESL, EDUCATIONAL PROGRAMS AND CONNECTS THEM WITH SOCIAL SERVICES FOR WHICH THEY ARE ELIGIBLE (MEDICAL, PUBLIC ASSISTANCE, SOCIAL SECURITY AND REFUGEE EMPLOYMENT SERVICES). REFUGEE CASH ASSISTANCE (RCA): THIS PROGRAM PROVIDES REFUGEES (SINGLE AND MARRIED WITHOUT CHILDREN) WITH CASH ASSISTANCE BENEFITS FOR UP TO EIGHT MONTHS WHILE THEY TAKE ENGLISH LANGUAGE CLASSES AND SEARCH FOR EMPLOYMENT. 31 CLIENTS WERE ENROLLED AND SERVED THROUGH THIS PROGRAM IN THE FISCAL YEAR.MNSURE: ARRIVE MINISTRIES PROVIDED NAVIGATORS TO ASSIST REFUGEES AND COMMUNITY MEMBERS TO ENROLL IN MEDICAL INSURANCE PROGRAMS. DURING THE FISCAL YEAR WE ENROLLED 126 CLIENTS IN VARIOUS MNSURE PROGRAMS (MEDIAL ASSISTANCE AND MINNESOTA CARE).

ONGOING SERVICESREFUGEE SOCIAL SERVICES (RSS) (APR 2019 SEP 2019): SERVICES ARE PROVIDED IN PARTNERSHIP WITH THE KAREN ORGANIZATION OF MINNESOTA (KOM) AND THE BHUTANESE COMMUNITY ORGANIZATION OF MINNESOTA (BCOM). THROUGH THIS PROGRAM, REFUGEES ARE EMPOWERED IN THE AREAS OF STABLE HOUSING, IMMIGRATION AND LEGAL SERVICES, PARTICIPATION IN COMMUNITY SERVICES AND ACHIEVING SELF-SUFFICIENCY. A TOTAL OF 158 IMMIGRATION CLIENTS WERE SERVED THROUGH RSS IN THIS PERIOD WHICH REPRESENTS JUST HALF OF A CONTRACT PROGRAM YEAR.IMMIGRATION LEGAL SERVICES CONSORTIUM (OCT 2019 MAR 2020): ARRIVE MINISTRIES IS PART OF A 6-ORGANIZATION CONSORTIUM UNDER CONTRACT WITH THE STATE OF MINNESOTA. LED BY THE MINNESOTA COUNCIL OF CHURCHES, THE CONSORTIUM IS CHARGED WITH HELPING REFUGEES, ASYLEES, SPECIAL IMMIGRANT VISA HOLDERS, AND OTHERS, TO APPLY FOR GREEN CARDS, US CITIZENSHIP, AND WORK AUTHORIZATION. WE SERVED OVER 115 CLIENTS AS PART OF THIS CONSORTIUM.IMMIGRATION LEGAL SERVICE: WE OFFER A WIDE VARIETY OF SPECIALIZED LOW-COST IMMIGRANT LEGAL SERVICES FOR REFUGEES AND IMMIGRANTS NOT COVERED UNDER THE STATE CONTRACTS. PROVIDING THESE SERVICES AT ARRIVE MINISTRIES ARE AN ATTORNEY, A DEPARTMENT OF JUSTICE (DOJ) ACCREDITED IMMIGRATION COUNSELOR, A THIRD STAFF MEMBER WORKING TOWARD ACCREDITATION AND ADMINISTRATIVE STAFF. IN ADDITION, STAFF AND INTERNS PROVIDE ASSISTANCE TO REFUGEES AND THEIR RELATIVES THROUGH FREE AFFIDAVIT OF RELATIONSHIP (AOR) PROGRAMS. THE ORGANIZATION ALSO PROVIDES TRAINING/ORIENTATIONS TO CHURCHES AND COMMUNITY ORGANIZATIONS (AS WELL AS SHADOWING OPPORTUNITIES FOR THOSE SEEKING DOJ ACCREDITATION) SO THAT THEY CAN ASSIST CLIENTS WITH IMMIGRATION LEGAL SERVICES. A TOTAL OF 1000 CLIENTS WERE SERVED IN THIS FISCAL YEAR.REFUGEE EMPLOYMENT SERVICES (RES) (APR 2019 SEP 2019): ARRIVE MINISTRIES CONNECTS REFUGEES, IN A PARTNERSHIP WITH LUTHERAN SOCIAL SERVICES (LSS), TO JOBS BY HELPING TO REMOVE BARRIERS TO EMPLOYMENT (LANGUAGE, SKILL LEVELS ETC.) BY PROVIDING RESUME SUPPORT, MOCK INTERVIEWS, JOB REFERRALS, JOB DEVELOPMENT AND CONNECTION TO JOB TRAINING OPPORTUNITIES. WE LOCATE JOBS, PROVIDE CAREER COUNSELING AND EQUIP REFUGEES WITH BASIC JOB SKILL SUPPORT. VOLUNTEERS AND STAFF SERVE AS JOB MENTORS FOR SOME REFUGEES, PROVIDING ONE-TO-ONE COACHING AS THEY SEEK EMPLOYMENT WHILE OTHERS RECEIVE TRANSPORTATION ASSISTANCE TO GET TO INTERVIEWS, TRAINING AND INITIAL JOB ASSIGNMENTS. 31 CLIENTS (REFUGEES AND ASYLEES) RECEIVED EMPLOYMENT SERVICES THROUGHOUT THE PERIOD OF APRIL SEPT 2019 DUE TO THIS PARTNERSHIP. EMPLOYMENT ACHIEVEMENT RESETTLEMENT NETWORK (EARN) (OCT 2019-MAR 2020): ARRIVE MINISTRIES IS PART OF A 6-ORGANIZATION CONSORTIUM UNDER CONTRACT WITH THE STATE OF MINNESOTA. LED BY THE INTERNATIONAL INSTITUTE OF MINNESOTA, THE CONSORTIUM PROVIDES WIDE-REACHING, EFFECTIVE EMPLOYMENT SUPPORT TO ALL ELIGIBLE CLIENTS IN THE REGION 4 METRO AREA. DURING THE PERIOD OCT 2019 MAR 2020, WE SERVED 22 CLIENTS THROUGH THIS CONSORTIUM.

COMMUNITY OUTREACHREFUGEE LIFE MINISTRIES (RLM): THIS PROGRAM HAS INDIVIDUALS, FAMILIES, AND TEAMS FROM LOCAL CHURCHES THAT COMMIT TO WALKING ALONGSIDE REFUGEES AND ASYLUM SEEKERS FOR ONE YEAR. TEAMS AND INDIVIDUALS PROVIDE FRIENDSHIP, MENTORING, AND PRACTICAL ASSISTANCE TO THESE FAMILIES AS THEY ADJUST TO LIFE IN THE U.S., GET BETTER JOBS AND MOVE BEYOND LOSS AND DISLOCATION. DURING THE FISCAL YEAR A TOTAL OF 33 RLM CHURCH TEAMS AND 18 INDIVIDUAL NEW NEIGHBOR VOLUNTEERS PROVIDED FRIENDSHIP AND PRACTICAL SUPPORT TO 220 REFUGEES AND ASYLUM SEEKERS.SOMALI ADULT LITERACY TRAINING (SALT): THIS PROGRAM CONNECTS VOLUNTEERS WITH SOMALI STUDENTS FOR ELL CLASSES AND IN-HOME TUTORING IN THE TWIN CITIES AND PROGRAM SUPPORT FOR CLASSES IN ST CLOUD AND WILLMAR MN. AS OF MARCH 31, 2020, 166 ACTIVE SALT VOLUNTEERS WERE CONNECTED WITH A STUDENT FOR ENGLISH LEARNING, FRIENDSHIPS AND MUTUAL LEARNING. THIS CONNECTION OFTEN INCLUDES THE STUDENT'S FAMILY. TAKING THIS INTO ACCOUNT, AN ESTIMATED 249 SOMALIS ARE IMPACTED THROUGH SALT.REFUGEE COMMUNITY GARDENS: THIS PROGRAM MATCHES REFUGEE GARDENERS WITH CHURCH AND COMMUNITY GARDENING PLOTS WHILE ALSO PROVIDING GARDENING INSTRUCTION AND MENTORING THROUGH COOPERATION WITH CAPI, KAREN ORGANIZATION OF MINNESOTA (KOM) AND THE BHUTANESE COMMUNITY ORGANIZATION OF MINNESOTA (BCOM). ARRIVE MINISTRIES PROVIDES PERIODIC CONSULTATION. THERE ARE ABOUT 24 CHURCHES INVOLVED FROM THE TWIN CITIES AND ST. CLOUD WHICH PROVIDES APPROXIMATELY 2,000 REFUGEE FAMILIES WITH GARDEN PLOTS. BECAUSE OF COVID-19, SOME CHURCHES HAVE DELAYED OR TEMPORARILY HALTED THEIR PROGRAM FOR SUMMER, 2020.AFGHAN WOMEN'S ENGLISH LANGUAGE LEARNING (AWELL): AWELL PARTNERS VOLUNTEERS WITH AFGHAN WOMEN FOR FRIENDSHIP AND CONVERSATIONAL ENGLISH LESSONS IN THEIR APARTMENTS. THESE INFORMAL SMALL-GROUP DISCUSSIONS ARE DESIGNED TO HELP AFGHAN WOMEN LEARN PRACTICAL, CONVERSATIONAL ENGLISH IN THE CONTEXT OF LOVING RELATIONSHIPS. LAUNCHED IN AUGUST, 2019, THERE ARE CURRENTLY 17 VOLUNTEERS WORKING WITH 15 STUDENTS ON MULTIPLE MORNINGS AND AFTERNOONS THROUGHOUT THE WEEK.
