Transportation and Fuels Midwestern Clean Fuels Policy Report:The Midwestern Clean Fuels Initiative, facilitated by GPI, released a report detailing how to design a successful clean fuels policy for the Midwest. This is the first step toward getting buy-in on statewide or regional clean fuels policies. Created by Midwesterners for the Midwest, the report recommends a technology-neutral, portfolio approach encouraging a fair and competitive marketplace & benefits producers, consumers, agriculture, utilities, jobs, and public health. Recommendations were formulated through a 2-year stakeholder process informed by research & analysis facilitated by GPI's Research Team.New White Paper Released: How Demand Charges Impact Electric Vehicle Fast Charging Infrastructure Fast chargers are key to widespread electric vehicle (EV) adoption in the Midcontinent, but specific electricity charges represent a significant barrier. This analysis, led by GPI's Research team and Transporation and Fuels team, looked at the economics of demand charges along the I-94 corridor from Minnesota, through Wisconsin, and into Michigan. Following the release of the paper, the California Public Utilities Commission reached out to GPI for potential assistance in revising their demand charges. As part of our research on the economics of DC fast charging, we created a model to calculate the costs and revenue of operating an EV charging station. Report Released: Emerging Market Opportunities for Minnesota's Forest Product Industry A GPI analysis shows Minnesota has plenty of room to grow when it comes to the huge economic and environmental benefits of its vast forestry resources. Managed correctly, forests can be large carbon sinks and engines for economic prosperity, in some cases replacing more carbon-intensive materials. A group of Minnesota stakeholders collaborated on the report which details the current challenges as well as the opportunities in the sector. Rolf Nordstrom Appointed to Sustainable Transportation Advisory Council GPI CEO Rolf Nordstrom was appointed by Commissioner Margaret Anderson Kelliher to serve a two-year term on the Minnesota Department of Transportation's Sustainable Transportation Advisory Council. The council will fully evaluate current transportation activities in Minnesota and explore solutions for decarbonizing the sector, as well as advise Governor Walz' climate subcabinet on transportation-related issues. GPI Facilitates Stakeholder and Public Engagement to Inform Minnesota Department of Transportation's (MnDOT) Pathways to Decarbonizing Transportation Report A report from MnDOT shows routes to a lower-carbon future for the largest greenhouse gas emitting sector in the state. GPI facilitated the stakeholder and public engagement meetings that informed the report. One immediate outcome of this public input and report was the rollout of a new incentive to promote EV purchases in the state. Until October 2022, residents who purchase or lease a new or used EV will receive a one-time credit of up to $250 for MnPASS, allowing them to drive in the express lane when traffic is heavy. Drive Electric Minnesota GPI facilitates Drive Electric Minnesota, which is a partnership of Minnesota's electric vehicle (EV) champions, dedicated to encouraging the deployment of EVs and the establishment of EV charging infrastructure through public-private partnerships, financial incentives, education, technical support and public policy. Advancing EV deployment will have many benefits to Minnesotans, including reduced transportation costs, cleaner air, and energy independence. Bioeconomy of Minnesota GPI facilitates the Bioeconomy Coalition of Minnesota which brings together stakeholders to collaborate and grow the bioeconomy industry along the entire value chain, from research and development to production and use. The coalition aims to make Minnesota the best place to build the bioeconomy, adding value to forestry, agriculture, and organic waste resources. In advance of the 2020 legislative session, the coalition sent a letter to Governor Tim Walz expressing concern about the funding shortfall in the state's Bioincentive Program. While there has been some positive momentum for this burgeoning economic driver, program funding has fallen short of what has been promised to industries that create projects in the state. Even during the COVID019 crisis that interrupted the Minnesota Legislature's spring session, work continued to ensure that the performance-based Bioincentive Program was fully funded. New Resources to Help Cities Add Electric Fleet Vehicles and Charging Infrastructure The Cities Charging Ahead cohort created a suite of online resources that will help other cities become electric vehicle (EV)-ready, implement charging infrastructure, and add EVs to fleets. Cities Charging Ahead!?(CCA) was a peer cohort of 28 cities that worked together across Minnesota to explore electric vehicle readiness. Participating cities received technical assistance focused on actions and best practices, based on the?GreenStep?Cities program, that accelerated the adoption of electric vehicles. CCA was led by GPI and Clean Energy Resource Teams. Funding was provided through the Carolyn Foundation, Energy Foundation, and in partnership with Xcel Energy, which provided resources and support in line with the company's long-term clean energy plan to electrify transportation.? ??Pilot Project Gets Solar Panels in Sync with Electric Vehicle Chargers GPI conducted an analysis and released its insights from the pilot project at our Minneapolis headquarters that shows how to synchronize on-site solar energy production with electric vehicle charging using a managed charging system. Among the findings, results show solar is a viable energy source year-round, even in Minnesota with its snowy winters. Tracking Electric Vehicle Registrations in MN Drive Electric MN and GPI work with the Minnesota Pollution Control Agency and Department of Public Safety to track statistics on the growth of electric vehicles (EVs) in Minnesota. Tracking the number of different makes and models, and their general locations, gives data about how widespread EVs are becoming each year.
Carbon Management Industrial Innovation Initiative (I3) LaunchedGPI and World Resources Institute launched an ambitious coalition that brings together key industrial and power companies, environmental organizations, and state officials from Midwestern and Gulf Coast states. I3 focuses on decarbonization solutions for the region's most important industrial sectors and seeks to accelerate adoption of those solutions through state, regional and federal policy. The industrial sector is a pivotal economic driver in the American heartland, but industrial emissions constitute approximately one-third of U.S. carbon emissions when considering the direct and the indirect emissions from electricity used by industry. I3 submitted recommendations to Congress in the spring of 2020 outlining industry-related measures for consideration in COVID-19-related federal economic recovery legislation that will benefit the economy and environment.GPI VP Brad Crabtree Testifies Before US House Select Committee on the Climate Crisis GPI VP of Carbon Management, Brad Crabtree, was asked to testify before the House Select Committee on the Climate Crisis in his role as director of the multi-sector Carbon Capture Coalition, which is convened by GPI. He spoke at the hearing, "Solving the Climate Crisis: Reducing Industrial Emissions Through U.S. Innovation," about the critical need for economywide deployment of carbon capture to reduce industrial carbon emissions at scale. Brad's testimony was followed by the submission of written answers to representatives' additional questions. GPI Hosts US Delegation on Steel & Carbon Capture to United Arab Emirates, Belgium, and Netherlands Representatives of US industry, labor unions, state and federal officials, environmental and clean energy NGOs, and philanthropy joined GPI on an American delegation to the United Arab Emirates (UAE), Belgium, and the Netherlands. The group gained first-hand information about carbon capture in steel production and saw leading commercial-scale examples of carbon capture and use projects in operation and under construction. GPI Convenes the National Carbon Capture CoalitionThe Carbon Capture Coalition is a nonpartisan collaboration of more than 80 businesses and organizations building federal policy support for economy-wide deployment of carbon capture, transport, use, removal and storage. Its mission is to reduce carbon emissions to meet midcentury climate goals, foster domestic energy and industrial production, and support a high-wage jobs base through the adoption of carbon capture technologies. Coalition membership includes industry, energy, and technology companies; energy and industrial labor unions; and conservation, environmental, and energy policy organizations. New Carbon Capture Ready Website: Data and Tools Available for US States The new CarbonCaptureReady.org site gives state-specific information on the policy, industry, and economic landscape for carbon capture in the center of the US. The site serves as a resource for a growing network of state leaders, industries, labor, and NGOs to realize the potential for carbon capture to transform economies and ensure a sustainable environment for the future. GPI Urges US Senate to Prioritize Clean Energy and Climate Legislation GPI joined a diverse group of 26 other national organizations in urging congressional leaders to prioritize energy and climate technology and innovation legislation this fall.?A letter, initiated by the?US Chamber of Commerce's Global Energy Institute, identifies a suite of bipartisan bills that, when taken together, could drastically curb emissions, promote innovative technology, and help bolster the clean energy economy through new and existing careers and products.Carbon Capture Coalition Recommends Tax Priorities for Inclusion in COVID-19 Economic Recovery Legislation The Coalition, convened by GPI, recommended tax provisions for the federal economic recovery legislation to address the impact of COVID 19 on carbon capture projects and future prospects. The initial federal recovery legislation (spring 2020) rightly focused on the immediate health and jobs of Americans, and the Coalition's recommendations were appropriately targeted to stimulate economic activity and protect and create jobs.Carbon Capture Coalition Publishes Federal Policy Blueprint Summary The Carbon Capture Coalition, convened by GPI, published a?new, 4-page summary?of the Coalition's first-ever federal policy blueprint, which outlines a comprehensive set of policy priorities to promote economywide deployment of carbon capture technologies. Some of the carbon capture legislation under consideration in Congress was included in the Carbon Capture Coalition's first-ever Federal Policy Blueprint.
ElectricityMidcontinent States Energy CollaborativeGPI brought together more than ten states for the Midcontinent States Energy Future Summit, a bipartisan states-only dialogue to explore the potential for multistate collaboration on the region's highest emissions-emitting sectors. Out of that summit, the Midcontinent States Energy Collaborative was formed to continue opportunities for states to work together and with GPI on regional efforts to decarbonize electricity, transportation, buildings, agriculture, and industry. e21 InitiativeGPI co-convenes the e21 Initiative in Minnesota with the Center for Energy and Environment. The initiative advances a decarbonized, customer-centric, and technologically modern electric system by ensuring that utility business models are aligned with the public interest. e21 works by convening diverse groups of stakeholders to foster learning, collaboration, and problem-solving around complex regulatory proceedings and utility proposals. GPI Co-Facilitates Stakeholder Process to Provide Guidance as Xcel Energy Looks at 50 Percent Increase in Demand Response Working with stakeholders, Xcel Energy explored increasing its demand response portfolio by 50 percent (a process co-facilitated by GPI). The process helped create demand response design principles and filing objectives developed to inform Xcel Energy's planning. The results also highlight considerations for utilities looking to deploy larger portfolios of advanced demand response.Approval of Xcel Energy's Electric Vehicle Pilots Highlights Key Considerations for Electric Utilities Following a stakeholder engagement process facilitated by GPI, Xcel Energy received approval and is moving forward with new electric vehicle pilot programs in Minnesota.Electric Sector Emissions: How Geographic Choices Impact Modeling & Analysis Often analysts use federally published electricity generation and emissions data defined by large geographic electricity regions rather than by an individual state or a specific electric utility. With its focus on decarbonizing the Midcontinent in the US, GPI explored electric sector emissions analysis and modeling using the Midwest as an example and considered the implications for how data choices inform decision-making on the future of our electric system. Hybrid Resources in the MISO Electricity Market: An Emerging Opportunity Electricity markets, and federal and state governments across the country are working on how to address hybrid resources, which are a combination of multiple generation technologies and/or storage devices that work together to provide energy, capacity, and other grid services. GPI explored hybrid resources in the Midcontinent Independent System Operator (MISO) market and describes their unique attributes and value to the grid, which can help inform how market rules incorporate them. Managed Electric Vehicle Charging Benefits Tested in Solar Synchronization Pilot Managed electric vehicle charging can have benefits for two different groups-the demand side (the electric vehicle owner, the building owner, the power customer) and the supply side (the whole electric grid system). GPI explored the benefits of managed electric vehicle charging and how it works in practice, using 2019 examples from a pilot project at GPI's Minneapolis headquarters where charging levels are synchronized with on-site solar production.
