Organizations Filed Purposes: Neighborhoods Organizing for Change (NOC) is a grassroots, member-led organization building power in under-resourced communities and communities of color across the Twin Cities. Together, NOC members fight for racial and economic justice. We're building powerful, active campaigns for workers' rights, expanded voting rights, quality public education, environmental justice, and police accountability.

Civic Engagement:NOC will continue the work of expanding access for under resourced communities and communities of color into more participatory and transparent relationship with civic participation and democratic processes. Well focus on passing a legislative bill that would restore voting rights to those with a past criminal records, connecting to the presidential and statewide elections in 2016 and building for the Minneapolis city wide elections in 2017.Transit:NOC is currently organizing a base of transit rider in under resourced Wards in Minneapolis. Were working in coalition to secure a commitment from the Met Council, the City of Minneapolis to build the SWLRT Line, which could produce access to improved transit stop amenities, better bus options, housing and business development for residents throughout the Minneapolis metro region. Education:NOC will canvass and survey neighborhoods in Minneapolis and st Paul, working to get feedback from community members on the resource that could be housed in their neighborhood public schools. Well then leverage these demands to make an ask on the MN Legislature in 2016 and 2017 to expand the current funding commitment and produce more and better community schools throughout the Metro region.Future of Work:NOC is currently working on a suite of issues related to the future of work in Minnesota. Our focus will be on the intersection of race, the economy and progressive policies that address our worst-in-the-nation racial jobs gap. The following buckets of work will be included included:Earned Sick Days: Well work in coalition to push an ordinance in Minneapolis and St Paul and a statewide bill in 2016.Fair Scheduling: Well work in coalition to push a Minneapolis ordinance and a statewide bill in 2016.Municipal wage increase: Well work in coalition to raise the minimum wage in Minneapolis through a ballot initiative in 2016-17.Federal Reserve: Well work to gain more local control of the Federal reserve in MN, including an impact on a new board chair appointment, and a focus on local lending on infrastructure projects. The goal is to keep interest from rising and create a working partnership with our local Minneapolis Federal Reserve chapter.Environmental Justice:Since 2013 NOC has been working to incorporate an environmental justice platform into our campaign work. This has become a clear mandate of a core group of members, pushing an urban gardening agenda as well as a campaign to target the HERC garbage incinerator and push. In 2016-17 we plan to push Hennepin County to adopt a divestment strategy with the incinerator and move Minneapolis to become a zero waste city.Police accountability:NOC is well positioned to move some local police accountability measures, both in Minneapolis and throughout the State. Weve held a series of community accountability meeting and actions, drawing thousands of community members into the conversation.Event photos: NOC meeting and direct actionMember produced video of meeting and direct action: #BlackLivesMatterOur 2016-17 framing includes three major buckets: 1.Incremental reforms (body cams, local hires, data collection, etc).2.Invest/Divest framework, routing money aware from militarized police departments and into community supported efforts that reduce poverty and increase public safety.3.Abolition. We believe that the current state of policing in America was initiated to punitively enforce capital interests and protect the fundamental tenants of white supremacy. It is not an effective public service tool and not contributing to collective public safety. Well work to envision a less punitive and more restorative and transformative model of public safety.People of Color (POC) Table alignment:NOC is widely regarded as a movement hub and as much as it is recognized as a traditional non-profit. We have leveraged our current status to align a core group of vetted, trusted, highly capable leaders of color to move collective power, rooted in communities of color. This is an effort to effectively shift power in the state to reflect the demographic reality in MN, and begin to close the outrageous racial disparity gaps that keep our state divided.Unfunded in 2016.United Black Agenda:Following the shooting of Jamar Clark and the occupation of the 4th precinct, NOC convened a deliberate meeting of elected allies and BLM leadership with the goal of creating pragmatic policy and budget solutions tied to the 2016 legislative session. We aligned a set of organizational partners including AALF, The Urban League and many others to create a shared agenda. Well be sharpening the agenda and expanding the list of table partners in 2017.Trauma, Health and WellnessNOC has identified a deep and immediate need for more support related to the short and long term trauma needs in the black community and communities of color. In addition to the generational and historical factors that inform the political landscape in our communities, the heightened trauma of severe poverty, housing instability, militarized policing and related violence creates a near omnipresent need for mental health and related structures of support.Core priorities;Mental Health - NOC will provide a professional on-call therapist to support staff and members who may require short term mental health support, or a diagnostic assessment that could inform long term treatment options.Mediation - NOC staff, board and leaders are engaged in complex and high stakes relationships, all located within the parameters of our stressful campaign work and layed on top of our already traumatized communities. Staff will offer on-call professional mediation services to help manage disagreements, disputes, and related altercations.Physical Health - NOC will provide $50 monthly stipends to organizers choosing to engage in physical activities to help manage work-related stress levels. Encouraged activities include frequent visits to a gym, yoga studio, massage therapist, walking, biking, and many others. Meditation - NOC will provide staff, board and leaders with weekly and guided mediation services to help staff maintain a focused and balanced mental state during heightened moments of crisis.
