Organizations Filed Purposes:
THE MISSION OF RJCA IS FOSTERING INDIVIDUAL GROWTH WHILE STRENGTHENING COMMUNITIES THROUGH RESTORATIVE JUSTICE PRACTICES.
ADULT COMMUNITY CONFERENCING:RJCA CREATES A FORUM IN WHICH PEOPLE IMPACTED BY CRIME MEET WITH OFFENDERS WHO COMMIT THE CRIMES TO DISCUSS THE IMPACT AND DETERMINE RESTITUTION. IT IS THROUGH THESE COMMUNITY FORUMS THAT RJCA ACHIEVES ITS PRIMARY OBJECTIVES OF EFFECTIVELY ADDRESSING MISDEMEANOR AND LOW-LEVEL FELONIES WHICH HELPS PREVENT FURTHER CRIME AND COMMUNITY DETERIORATION WHILE REPAIRING THE HARM CAUSED BY CRIMINAL BEHAVIOR. RJCA ALSO PROVIDES OPPORTUNITIES FOR COMMUNITY-BUILDING BY CREATING RELATIONSHIPS WITHIN NEIGHBORHOODS ALLOWING PEOPLE TO WORK TOGETHER TO REINFORCE NORMS OF ACCEPTABLE BEHAVIOR. AS REFERRED PARTICIPANTS (OFFENDERS) RECOGNIZE THE IMPACT OF THEIR BEHAVIOR, THEY RECEIVE SUPPORT AND OFTEN CONNECT WITH THE COMMUNITY IN POSITIVE WAYS. IN FY20, 245 ADULT OFFENDERS ENROLLED IN RJCA 10.8% INCREASE FROM LAST YEAR CATCHING UP FROM LOSS IN FY19 EVEN DURING COVID. 221 CASES WERE CONFERENCED (90% ATTENDANCE RATE), AND 201 SUCCESSFULLY COMPLETED THE PROGRAM WHO WERE CONFERENCED (90.9% SUCCESS RATE). REFERRED PARTICIPANTS COMPLETED 1,266 HOURS OF COMMUNITY SERVICE, GAVE 85 APOLOGIES AND DONATED $2,200 AND 23 BAGS/ITEMS OF IN-KIND DONATIONS IN THE COMMUNITIES THAT WERE AFFECTED. THEY ALSO COMPLETED 255 PERSONAL DEVELOPMENT ACTIVITIES SUCH AS WORKING ON EDUCATION (GED) OR WRITING REFLECTION ESSAYS. THIS YEAR, 368 COMMUNITY MEMBER PARTICIPATIONS AND 58 TRAINED VOLUNTEER FACILITATIONS OCCURRED BY 102 VOLUNTEERS WHO MET FACE-TO-FACE DURING CONFERENCES IN PERSON OR ON ZOOM IN FY20 (VOLUNTEERS ARE COUNTED DURING YEAR OF SERVICE. CASES ARE EVALUATED WHEN CLOSED DURING FY20). DURING COVID, WE HAVE INCREASED THE NUMBER OF CONFERENCES AND LIMITED THE PARTICIPATION TO 1 OFFENDER, 2 COMMUNITY MEMBERS, AND 1 STAFF FACILITATOR. THIS BEGAN IN LATE MARCH OF 2020.
YOUTH COMMUNITY CONFERENCING:RJCA CREATES A FORUM IN WHICH PEOPLE IMPACTED BY CRIMES MEET WITH OFFENDERS WHO COMMIT THE CRIMES TO DISCUSS THE IMPACT AND DETERMINE RESTITUTION. IN FY20, 125 YOUTH OFFENDERS ENROLLED IN RJCA, 111 CASES WERE CONFERENCED (88.8% ATTENDANCE RATE), AND 108 SUCCESSFULLY COMPLETED THE PROGRAM OUT OF 125 CONFERENCED CASES (86.4% SUCCESS RATE). REFERRED PARTICIPANTS COMPLETED 326 HOURS OF COMMUNITY SERVICE AND GAVE 36 APOLOGIES IN COMMUNITIES THAT WERE AFFECTED. THEY ALSO COMPLETED 513 HOURS OF PERSONAL DEVELOPMENT ACTIVITIES SUCH AS WORKING WITH A TUTOR, CREATING A GRADUATION PLAN, ATTENDING ANGER MANAGEMENT CLASSES OR WRITING REFLECTION ESSAYS. 38 VOLUNTEERS COMPLETED 141 COMMUNITY MEMBER PARTICIPATIONS AND 16 TRAINED VOLUNTEER FACILITATIONS OCCURRED IN FY20. ALONG WITH THE REFERRED YOUTH, 78 FAMILY MEMBERS AND SUPPORTERS MET FACE-TO-FACE WITH COMMUNITY MEMBERS AT THE CONFERENCES HELD IN FY20 (FAMILY MEMBERS AND VOLUNTEERS ARE COUNTED DURING YEAR OF CONFERENCE. CASES ARE EVALUATED WHEN CLOSED DURING FY20). RJCA BEGAN A NEW PILOT FOR JUVENILES ON PROBATION. BY THE END OF FY20, NONE HAD COMPLETED THE PROCESS. 8 COMMUNITY CIRCLE KEEPERS ARE PART OF THE FIRST POOL OF LEADERS FOR THIS PROCESS WITH HENNEPIN COUNTY PROBATION, FAMILIES, AND COMMUNITY.
OTHER (INCLUDING COMMUNITY CONVERSATIONS AND PRACTITIONERS OF COLOR INCUBATOR): LAST FISCAL YEAR, RJCA'S COMMUNITY CONVERSATIONS: IMPLICIT RACIAL BIAS WERE INTERRUPTED DUE TO COVID AND THE DEATH OF GEORGE FLOYD. WE HAD 3 COMMUNITY CONVERSATIONS WITH 24 PARTICIPANTS AND A 4-WEEK SERIES FOR A GROUP OF 30 WHICH BEGAN AT THE ONSET OF COVID. WE HAD 2 OF THE 4 MEETINGS FOR THE GROUP AND THEN RECONVENED IN A REVISED VERSION IN FY21. PARTICIPANTS INCLUDE RESIDENTS ACROSS THE TWIN CITIES, LOCAL POLICE AGENCIES, SCHOOL STAFF, AND OTHERS. A DIVERSE LEADERSHIP COHORT OF 6 LEAD THE CONVERSATIONS AS WELL AS DEVELOP OPPORTUNITIES FOR OTHER ORGANIZATIONS AND AGENCIES TO ENGAGE RJCA AS A RESOURCE FOR IMPLICIT BIAS AWARENESS. IN FY20, THE BIPOC INCUBATOR INCLUDED 4 BIPOC PRACTITIONERS WHO ARE PART OF THE INITIAL TEAM FOR THE HENNEPIN COUNTY PROBATION PILOT.
