Organizations Filed Purposes: FCDCS MISSION IS TO NURTURE CHILDRENS EARLY LEARNING THROUGH PLAY. AS A COMMUNITY BASED NON-PROFIT CENTER, WE PROVIDE EXCEPTIONAL EARLY CHILDHOOD EDUCATION BY SUPPORTING THE POTENTIAL OF EVERY CHILD THROUGH ACTIVE PARTNERSHIPS WITH PARENTS AND FAMILIES.

EARLY CHILDHOOD EDUCATIONTHE FAMILY CHILD DEVELOPMENT CENTER (FCDC) HAS BEEN PROVIDING CHILD CARE AND EARLY CHILDHOOD EDUCATION SERVICES IN OUR COMMUNITY FOR OVER 25 YEARS. AS A COMMUNITY BASED NONPROFIT CENTER, WE PROVIDE EXCEPTIONAL EARLY CHILDHOOD EDUCATION BY NURTURING THE UNIQUE POTENTIAL OF EVERY CHILD THROUGH ACTIVE PARTNERSHIPS WITH PARENTS AND FAMILIES. FCDC OFFERS CHILD CARE AND EARLY CHILDHOOD EDUCATION PROGRAMMING FOR CHILDREN AGES 6 WEEKS TO 6 YEARS. FCDC BELIEVES IN NURTURING CHILDRENS EARLY LEARNING THROUGH PLAY AND REGARDLESS OF SOCIO-ECONOMIC STATUS, EACH CHILD HAS THE RIGHT TO NURTURING CARE AND EDUCATION THAT WILL STIMULATE THEIR GROWTH AND FOSTER THEIR DEVELOPMENT. THE CARE THAT YOUNG CHILDREN RECEIVE AND THEIR EXPERIENCES DURING THE FIRST 5 YEARS OF LIFE HAVE A POWERFUL INFLUENCE ON HOW THEY VIEW THE WORLD, HOW THEY RELATE TO OTHERS, AND THEIR ABILITY TO SUCCEED AS LEARNERS. FCDC IS IN THE UNIQUE POSITION TO MAKE A DIFFERENCE IN THE LIVES OF VERY YOUNG CHILDREN AND THEIR FAMILIES. FCDC EARNED NATIONAL ACCREDITATION THROUGH THE NATIONAL ASSOCIATION FOR THE EDUCATION OF YOUNG CHILDREN AND A 4 STAR RATING, THE HIGHEST POSSIBLE, FROM THE MINNESOTA PARENT AWARE QUALITY RATING SYSTEM. FCDC USES A NATIONALLY RECOGNIZED RESEARCH-BASED CURRICULUM AND ASSESSMENT TOOLS TO FOSTER THE DEVELOPMENT AND GROWTH OF CHILDREN ENROLLED IN OUR PROGRAMS. BUILDING TRUSTING, RESPONSIVE RELATIONSHIPS WITH CHILDREN IS THE MOST IMPORTANT PART OF FCDCS WORK. OUR CURRICULUM, BASED ON CHILD DEVELOPMENT RESEARCH AND BEST PRACTICES, EMPOWERS TEACHERS TO PLAN EXPERIENCES THAT SUPPORT CHILDRENS GROWTH AND LEARNING. AS WE ESTABLISH POSITIVE RELATIONSHIPS WITH CHILDREN, CURRICULUM GOALS AND OBJECTIVES PROVIDE A ROAD MAP TO DETERMINE WHAT CHILDREN KNOW AND HOW THEY ARE PROGRESSING. THROUGH CAREFUL ANALYSIS AND EVALUATION, TEACHERS ARE ABLE TO DEVELOP INDIVIDUAL LEARNING PLANS FOR CHILDREN IN A GROUP SETTING. DURING THE PAST YEAR, FCDC HAS SERVED 90 CHILDREN THROUGH FULL TIME AND PART TIME CHILD CARE SERVICES. FCDC PROVIDES SCHOLARSHIPS TO LOW-INCOME FAMILIES WHO MAY EXPERIENCE DIFFICULTY IN ACCESSING HIGH QUALITY CHILDCARE AND EARLY EDUCATION. WE ACCEPT SCHOLARSHIPS THROUGH THE MINNESOTA CHILD CARE ASSISTANCE AND IS ABLE TO ACCEPT EARLY LEARNING SCHOLARSHIPS OFFERED THROUGH THINK SMALL BECAUSE WE ARE A PARENT AWARE RATED PROGRAM. COUNTY REIMBURSEMENT RATES ARE LOWER THAN FCDCS REGULAR TUITION RATES. FOR A TYPICAL YEAR, FCDC PROVIDES SCHOLARSHIPS FOR THE DIFFERENCE BY FORGIVING THE DIFFERENCE BETWEEN TUITION RATES AND CCAP RATES AS PART OF THE ORGANIZATIONS MISSION-DRIVEN WORK. OVER THE LAST 4 YEARS, FAMILIES, WHO ALREADY HAVE CCAP ASSISTANCE IN PLACE, REACHING OUT TO ENROLL INTO FCDCS SCHOLARSHIP PROGRAMS HAVE STEADILY DECLINED. SOME OF THE REASONS MAY BE DUE TO SCHOOL DISTRICTS OFFERING MORE ATTRACTIVE OPTIONS DUE TO VOLUNTARY PRE-K (VPK) AND MAY ALSO OFFER NEEDED TRANSPORTATION OPTIONS. OTHER FAMILIES INQUIRING ABOUT CARE AT FCDC, BUT ARE STILL LOOKING FOR CCAP ASSISTANCE, HAVE ALSO STATED DIFFICULTY IN OBTAINING THESE SCHOLARSHIPS DUE TO LONG WAIT LISTS WITH THE COUNTY. FOR THESE REASONS, FCDC DID NOT ENROLL CHILDREN THROUGH ANY CHILD CARE COUNTY ASSISTANCE PROGRAMMING BUT WAS ABLE TO ACCEPT 4 CHILDREN WHO HAD BEEN AWARDED EARLY LEARNING SCHOLARSHIPS THROUGH MILESTONES OR THINK SMALL, DUE TO OUR PARENT AWARE RATING. THE NATURE OF THESE SCHOLARSHIPS ALLOWS FAMILIES TO BE AWARDED $7,500 THROUGHOUT THE YEAR TO COVER CHILD CARE TUITION EXPENSES. UNFORTUNATELY, THIS AMOUNT DOES NOT COVER FCDCS FULL TUITION FOR A YEAR BY APPROXIMATELY $5,000 PER CHILD. TO ENSURE BALANCED RETENTION OF STAFFING AND ENROLLMENT AND DUE TO A FACILITY RENOVATION PROJECT UNDERWAY, FCDC WAS UNABLE TO COVER THESE SIGNIFICANT AMOUNTS AS SCHOLARSHIPS. WE OFFERED ADDITIONAL ASSISTANCE TO FAMILIES BY SETTING UP PAYMENT OPTIONS FOR THEM TO ACCESS THEIR SCHOLARSHIP DOLLARS IN A WAY THAT WOULD STRETCH THE AMOUNT OVER THE YEAR AND ALLOW FAMILIES TO PAY A CO-PAY EACH WEEK. UNFORTUNATELY, THEY DID NOT PARTICIPATE IN THIS. FCDC IS WORKING TO CREATE A WAY TO ALLOW US TO PROVIDE ADDITIONAL SCHOLAR SHIPPING TO FAMILIES, WITHIN THESE PARAMETERS, BUT NEEDS TO WORK WITH THINK SMALL ON HOW TO CREATE AN ACCEPTABLE STRUCTURE WITHIN THEIR SCHOLARSHIP GUIDELINES. FCDCS PROGRAMMING INCLUDES AN INNOVATIVE KINDERGARTEN-READINESS PROGRAM THAT PREPARES CHILDREN TO BE SUCCESSFUL IN AN ACADEMIC ENVIRONMENT. ALL ELIGIBLE CHILDREN PARTICIPATE IN OUR KINDERGARTEN READINESS PROGRAM THAT IS BASED ON THE FORERUNNERS OF THE MINNESOTA DEPARTMENT OF EDUCATIONS ACADEMIC STANDARDS FOR KINDERGARTEN AND THE MINNESOTA EARLY CHILDHOOD INDICATORS OF PROGRESS. THE GOAL OF THE PROGRAM IS TO PREPARE CHILDREN FOR SUCCESS IN KINDERGARTEN BY FOCUSING ON THE DEVELOPMENT OF THEIR SOCIAL-EMOTIONAL, LANGUAGE, COGNITIVE AND PHYSICAL SKILLS. DURING THE PAST YEAR, 11 CHILDREN COMPLETED THE KINDERGARTEN READINESS PROGRAM. SPECIAL NEEDS SERVICESFCDC HAS A LONG HISTORY OF SERVING CHILDREN WITH SPECIAL NEEDS AT OUR CENTER. BECAUSE CHILDREN OFTEN ENROLL AS INFANTS, FCDC TEACHERS AND STAFF ARE IN THE UNIQUE ROLE OF HELPING PARENTS IDENTIFY A NEED FOR EARLY INTERVENTION SERVICES. FCDC COLLABORATES WITH PARENTS TO PROVIDE REFERRALS TO SERVICE PROVIDERS OR DIAGNOSTIC PROFESSIONALS AND ACCESS TO RESOURCES AND SUPPORT. FCDC COORDINATES SERVICE PROVIDER VISITS TO OUR CHILD CARE CENTER, AND CONNECTS CLASSROOM TEACHERS TO SERVICE PROVIDERS SO THAT THE CHILD HAS CONSISTENT, SPECIALIZED AND INDIVIDUALIZED CARE AND LEARNING WHILE HE OR SHE ATTENDS FCDC. DURING THE PAST YEAR, 27 CHILDREN WERE ENROLLED ONTO OUR SPECIAL NEEDS CASELOAD AT ONE TIME. THEIR SPECIAL NEEDS ARE DIVERSE, BUT INCLUDE MEDICAL NEEDS (ASTHMA, ALLERGIES, CLEFT PALATE, SEIZURE DISORDERS, DOWN SYNDROME, HEART DEVELOPMENT PROBLEMS, ACID REFLUX), SPEECH AND HEARING (SPEECH DELAYS, HEARING IMPAIRMENT), DEVELOPMENTAL DELAYS, AND BEHAVIOR ISSUES RELATED TO A SPECIAL NEED (AUTISM SPECTRUM). THE PYRAMID MODELIN 2014, FCDC WAS SELECTED BY THE MINNESOTA DEPARTMENT OF EDUCATION FOR PARTICIPATION IN THE PYRAMID MODEL FOR SOCIAL-EMOTIONAL DEVELOPMENT PROGRAM. OVER 2014-2016, FCDC RECEIVED SUPPORT FOR PROGRAM ADOPTION OF THE EVIDENCE-BASED MODEL FROM THE MINNESOTA CENTERS OF EXCELLENCE. PARTICIPATION IN THE PYRAMID MODEL ALLOWED FCDC STAFF AND TEACHERS TO RECEIVE TRAINING, COACHING AND MATERIALS TO SUPPORT THEIR WORK IN HELPING CHILDREN DEVELOP POSITIVE SOCIAL-EMOTIONAL SKILLS. THIS TRAINING HAS PROVIDED OUR PROGRAM NUMEROUS RESOURCES HELPING US TO PROVIDE MORE SUPPORT TO ALL CHILDREN, BOTH TYPICALLY DEVELOPING WHO MAY BE EXPERIENCING CHALLENGING BEHAVIORS AND CHILDREN WITH SPECIAL NEEDS.
