EMMA NORTON SERVICES' MISSION IS SUPPORTIVE HOUSING FOR WOMEN AND FAMILIES ON THEIR JOURNEY OF RECOVERY. TO ACHIEVE THIS MISSION, WE OFFER SUPPORTIVE HOUSING TO SINGLE WOMEN (EMMA NORTON RESIDENCE) AND FAMILIES (EMMA'S PLACE) IN TWO DIFFERENT AFFORDABLE HOUSING SITES DESIGNED TO MEET THE NEEDS OF EACH GROUP. EMMA NORTON RESIDENCE OFFERS A 24-HOUR STAFFED DORMITORY STYLE LIVING ENVIRONMENT WITH MEALS AND ON-SITE CASE MANAGEMENT SERVICES FOR UP TO 50 SINGLE WOMEN AT ANY ONE TIME. EMMA'S PLACE IS A 13-UNIT TOWNHOME COMMUNITY WITH ON-SITE SUPPORTIVE SERVICES. SERVICES INCLUDE CASE MANAGEMENT, OUT OF SCHOOL TIME TUTORING, AND ACTIVITIES FOR SCHOOL AGED YOUTH, EARLY CHILDHOOD EDUCATION, AND PARENTING GROUPS FOR YOUTH AGES 0 TO 5 (PRE-K).
TRANSFORMATIONAL HOUSING FOR WOMEN AND FAMILIES ON THEIR JOURNEY OF RECOVERY.
EMMA NORTON SERVICES PROVIDES THE FOLLOWING:SUPPORTIVE HOUSING IS OFFERED IN THE FOLLOWING THREE CONFIGURATIONS: EMMA NORTON RESIDENCE, SCATTERED SITE HOUSING AND EMMA'S PLACE. EACH SITE HAS AT ITS CORE A PLACE TO LIVE AS WELL AS CASE MANAGEMENT SERVICES THAT ASSIST RESIDENTS AS THEY SHAPE AND REACH THEIR LIFE GOALS. ALL THE PROGRAMS HAVE SIMILAR ELIGIBILITY CRITERIA WHICH INCLUDES DOCUMENTATION OF HOMELESSNESS AND DISABILITY. EMMA NORTON RESIDENCE (ENR) HOUSES SINGLE WOMEN IN EITHER SINGLE OR DOUBLE OCCUPANCY ROOMS. THIS PROGRAM UTILIZES HOUSING SUPPORT FUNDING THROUGH A CONTRACT WITH THE STATE OF MINNESOTA. IN ADDITION TO CASE MANAGEMENT SERVICES, ENR OFFERS 24 HOUR ON SITE STAFFING, MEALS, MEDICAL CONSULTATION, RELAPSE PREVENTION STRATEGIES, INDEPENDENT LIVING SKILLS, AND PROGRAMMING THAT ASSISTS IN ACHIEVING STABILITY AND SELF SUFFICIENCY. THIS PROGRAM CAN HOUSE UP TO 50 WOMEN AT ANY ONE TIME. IN 2019, EMMA NORTON RESIDENCE SERVED 83 WOMEN. 81% OF THESE WOMEN STAYED AT EMMA NORTON RESIDENCE FOR MORE THAN SIX MONTHS OR EXITED FOR PERMANENT HOUSING, AND 83% WHO LIVED THERE SIX MONTHS OR MORE INCREASED THEIR INDEPENDENT LIVING SKILLS.EMMA'S PLACE, LOCATED IN MAPLEWOOD, MINNESOTA AND PRIMARILY SERVICES THE EAST METRO AREA, OFFERS HOUSING TO FAMILIES BY PROVIDING THIRTEEN MULTI BEDROOM LOW INCOME HOUSING UNITS FOR SINGLE PARENTS WITH THREE OR MORE CHILDREN THAT ARE COMING FROM A HOMELESS SITUATION. THIS PROGRAM HAS DEDICATED SERVICES DESIGNED TO SUPPORT THE ADULTS AS WELL AS THE YOUTH LIVING ON SITE. SUPPORT SERVICES PROVIDED INCLUDE CASE MANAGEMENT FOR THE ADULTS AND OLDER TEENS, PARENT EDUCATION, EARLY CHILD ASSESSMENT AND EDUCATION, AFTER SCHOOL ACTIVITIES AND TUTORING, THE GOAL IS ACHIEVING SELF SUFFICIENCY AND STABLE, HEALTHY FAMILY LIFE. IN 2019, 14 FAMILIES LIVED AT EMMA'S PLACE, INCLUDING 16 ADULTS AND 65 CHILDREN. 88% OF THE YOUTH ATTENDED AT LEAST FOUR YOUTH-ORIENTED ACTIVITIES AND 100% OF THE FAMILY'S HEAD OF HOUSEHOLD ENGAGED IN SERVICES. SCATTERED SITE HOUSING SERVES BOTH FAMILIES AND SINGLE WOMEN. ELIGIBLE FAMILIES ARE THOSE THAT HAVE RESIDED AT EMMA'S PLACE FOR MORE THAN A YEAR CAN UTILIZE A PORTABLE SECTION 8 CERTIFICATE TO FIND RENTAL HOUSING IN THE COMMUNITY. ELIGIBLE SINGLE WOMEN MUST HAVE A HISTORY OF LONG-TERM HOMELESSNESS AND UTILIZE HOUSING SUPPORT FUNDING TO COVER THEIR HOUSEHOLD EXPENSES OF RENT, UTILITIES, AND OTHER MISCELLANEOUS COSTS. IN ADDITION TO CASE MANAGEMENT, STAFF ASSIST THE HEAD OF HOUSEHOLD IN LOCATING AND ACCESSING THEIR OWN RENTAL HOUSING, TENANT EDUCATION AND ADVOCACY, AS WELL AS ADDRESSING TENANCY BARRIERS AND MITIGATING CONFLICTS BETWEEN THE TENANT AND LANDLORD WHEN NECESSARY. THIS PROGRAM CURRENTLY HAS CAPACITY TO SERVE UP TO 50 WOMEN AT ONE TIME, BUT NO LIMIT ON HOW MANY FAMILIES CAN BE SERVED AT ONE TIME. IN 2019, 90 INDIVIDUALS WERE SERVED IN THE SCATTERED SITE HOUSING PROGRAM INCLUDING 12 FAMILIES (REPRESENTING 18 ADULTS AND 25 CHILDREN) AND 47 SINGLE ADULT HOUSEHOLDS. 82% OF TENANTS COMPLETED THEIR INITIAL LEASE PERIOD SUCCESSFULLY, AND 100% OF HOUSEHOLDS THAT EXPERIENCED A CRISIS THAT COULD AFFECT THEIR HOUSING STABILITY RECEIVED SUPPORT SERVICES TO RESOLVE IT.
ADVOCACY - THE SOAR ADVOCACY PROGRAM SERVES PEOPLE LIVING IN EMMA NORTON'S SUPPORTIVE HOUSING PROGRAMS AS WELL AS THOSE LIVING IN THE COMMUNITY. IT HELPS PEOPLE ACCESS HIGHER INCOME BENEFITS AVAILABLE THROUGH FEDERAL SOCIAL SECURITY BENEFITS AS A MEANS OF GAINING HIGHER SELF-SUFFICIENCY AND INDEPENDENCE. IN 2019, THIS PROGRAM SERVED 52 PEOPLE INCLUDING 3 CHILDREN.
