MOBILIZING RESOURCES TO SUPPORT STUDENT SUCCESS IN SAINT PAUL PUBLIC SCHOOLS.
TUTORING PARTNERSHIP FOR ACADEMIC EXCELLENCE:OBJECTIVE: INCREASE ACADEMIC OUTCOMES FOR 6,500 STUDENTS RECEIVING HIGH-QUALITY, STANDARDS-BASED TUTORING IN MATH AND READING SO THAT STUDENTS RECEIVING TUTORING WILL MAKE 15% GREATER GROWTH COMPARED TO SIMILAR STUDENTS NOT TUTORED AS MEASURED BY STANDARDIZED TESTS ADMINISTERED BY THE SCHOOL DISTRICT.ACCOMPLISHMENTS: -5,627 STUDENTS TUTORED BY 1,109 TUTORS FROM 20 COMMUNITY ORGANIZATIONS DURING 2014-2015 SCHOOL YEAR. -STUDENTS RECEIVING TUTORING ARE THOSE MOST AT RISK: 84% ELIGIBLE FREE/REDUCED PRICE LUNCH; 37% ENGLISH LEARNERS; AND 89% STUDENTS OF COLOR (43% AFRICAN AMERICAN, 32% ASIAN AMERICAN, 13% LATINO AND 2% AMERICAN INDIAN).- SEVERAL YEARS OF EXTERNAL EVALUATIONS SHOW A TREND OF POSITIVE EFFECTS FOR TUTORING IN EARLY LITERACY. THE TREND FROM 2009-2014 DEMONSTRATES THAT STUDENTS WHO RECEIVE HIGH-QUALITY LITERACY TUTORING IN ELEMENTARY SCHOOL PERFORM BETTER THAN THEIR PEERS, MAKING 10-30% GREATER GROWTH IN EARLY READING SKILLS.-RESULTS IN MATH HAVE VARIED IN OUR ANNUAL EVALUATIONS, DEMONSTRATING THE NEED FOR ADDITIONAL RESEARCH AND EVALUATION TO IDENTIFY AND SCALE EFFECTIVE MATH INTERVENTIONS IN OUT-OF-SCHOOL TIME.
FUNDING INNOVATIVE PROJECTS:OBJECTIVE: INCREASE THE QUALITY OF 20 TUTORING PROGRAMS FOR STUDENTS IN SAINT PAUL THROUGH PROFESSIONAL DEVELOPMENT AND TECHNICAL ASSISTANCE TO IMPLEMENT AND MEASURE BEST PRACTICES AND IMPROVE PROGRAM QUALITY WITH PARTICULAR EMPHASIS ON RACIAL EQUITY AND HIGH-DOSAGE TUTORING.ACCOMPLISHMENTS: -20 COMMUNITY ORGANIZATIONS PARTICIPATED IN THE TUTORING PARTNERSHIP AND RECEIVED DATA-DRIVEN SERVICES TO INCREASE THEIR PROGRAM QUALITY:-20 ORGANIZATIONS RECEIVED EXTERNAL QUALITY ASSESSMENTS FROM FOUNDATION STAFF USING THE ACADEMIC SKILL-BUILDING PROGRAM QUALITY ASSESSMENT.-20 ORGANIZATIONS COMPLETED PROGRAM IMPROVEMENT PLANS BASED ON QUALITY ASSESSMENT DATA.-237 HOURS OF COACHING AND TECHNICAL ASSISTANCE PROVIDED.-55 HOURS OF PROFESSIONAL DEVELOPMENT PROVIDED.-20 COMMUNITY ORGANIZATIONS RECEIVED COMPREHENSIVE DATA PORTFOLIOS (SEE ATTACHMENT FOR EXAMPLE) TO INFORM IMPROVEMENT INCLUDING: PROGRAM QUALITY SCORES, BEST PRACTICE SELF-ASSESSMENT SCORES, STUDENT DEMOGRAPHICS AND ACHIEVEMENT DATA FROM SPPS, DOSAGE DATA AND GOAL, SERVICES RECEIVED FROM THE TUTORING PARTNERSHIP INCLUDING TECHNICAL ASSISTANCE AND TRAINING ATTENDANCE.
TRAINING AND DEVELOPMENT:OBJECTIVE: INCREASE THE QUALITY OF TUTORS THROUGH TRAINING WITH A FOCUS ON INTERCULTURAL DEVELOPMENT AND TUTORING STRATEGIES TO IMPROVE METHODS FOR WORKING WITH STRUGGLING STUDENTS TO DEVELOP READING AND MATH SKILLS.ACCOMPLISHMENTS: - 31 TUTOR TRAINING SESSIONS PROVIDED FOR A TOTAL OF 73 HOURS OF TRAINING.- 338 INDIVIDUAL TUTORS TRAINED.- 183 VOLUNTEERS RECRUITED BY THE FOUNDATION.- LAUNCHED FIRST ONLINE TRAINING COURSE ENTITLED FOUNDATIONS OF INTERCULTURAL DEVELOPMENT IN NOVEMBER 2014.
