TO PROMOTE THE RIGHTS AND INTERESTS OF MINNESOTA'S CHILDREN, IN THE JUDICIAL, CHILD WELFARE, HEALTH CARE, AND EDUCATION SYSTEMS.
CLC SERVED 895 CLIENTS IN 2019. THIS IS A SLIGHT DECREASE (3.6%) IN THE NUMBER OF FOSTER YOUTH CLC SERVED IN 2019 VERSUS 2018. ALL CLC CLIENTS ARE YOUNG PEOPLE IN FOSTER CARE IN MN, MOSTLY BETWEEN AGES 10-21. CLC SERVES A HIGH MINORITY POPULATION. (739) 82.5% OF YOUTH SERVED BY CLC IN 2019 ARE OF COLOR. SPECIFICALLY, 329 ARE AFRICAN-AMERICAN (37%), 136 ARE NATIVE AMERICAN (15%) (44 NON-ICWA + 92 ICWA), 4 IDENTIFY AS UNSPECIFIED/MULTI-RACIAL (1%), 60 ARE ASIAN (7%) AND 26 (3%) ARE LATINO (PLEASE NOTE THAT MANY CLIENTS IDENTIFY AS MORE THAN ONE RACE.). 100% OF ALL CLC CLIENTS ARE BELOW THE POVERTY LINE. CLC OPENED 248 NEW CASES IN 2019, AND HAD 111 CLIENTS TAKE ADVANTAGE OF EXTENDED FOSTER CARE SERVICES BETWEEN THE AGES OF 18-21. CLC CLOSED A TOTAL OF 34 CASES IN 2019. THOSE THAT DID NOT CLOSE WILL CONTINUE IN 2020. 320 CLC VOLUNTEER ATTORNEYS REPRESENTED 592 OF THE 895 CLIENTS. CLC'S 4 STAFF ATTORNEYS REPRESENTED THE OTHER CLIENTS, AND PROVIDED LEGAL SUPPORT AND ADVICE TO VOLUNTEERS ON ALL CASES. COUNTIES WHERE CHILDREN WERE REPRESENTED IN 2019 INCLUDE: HENNEPIN, RAMSEY, STEARNS, & ST. LOUIS.IN 2019 CLC PARTICIPATED IN THE FOLLOWING COALITIONS WHICH FOCUS ON CHANGING THE SYSTEMS THAT AFFECT AND IMPACT FOSTER, HOMELESS, AND AT-RISK YOUTH: 1) CHILD WELL-BEING NETWORK (CWN), A GROUP OF INDIVIDUALS AND ORGANIZATIONS JOINTLY CREATING A BROAD VISION OF CHILD WELFARE POLICY AND SYSTEMS IMPROVEMENT; 2) AMERICAN BAR ASSOCIATION'S SECTION ON CIVIL RIGHT TO COUNSEL, A NATION-WIDE COALITION FOCUSED ON PROMOTING THE RIGHT TO COUNSEL IN DEPENDENCY PROCEEDINGS; AND 3) MINNESOTA STATE BAR ASSOCIATION AND HENNEPIN COUNTY BAR ASSOCIATION PRO BONO COMMITTEES FOCUSING ON IDENTIFYING AND ADDRESSING THE NEEDS OF THE UNDERSERVED. CLC ALSO SERVES ON THE CHILDREN'S JUSTICE INITIATIVE AND THE JUVENILE COURT RULES COMMITTEE.CLC DESIGNED AND PRESENTED TRAINING SESSIONS FOR ATTORNEYS AND A RANGE OF INDIVIDUALS WORKING WITH YOUTH. IN 2019 CLC REACHED MORE THAN 1,800 ATTORNEYS, TEACHERS, LAW STUDENTS, LEGISLATORS, SOCIAL WORKERS AND OTHERS THROUGH OUTREACH AND TRAINING SESSIONS ON TOPICS INCLUDING THE IMPORTANCE OF LEGAL REPRESENTATION FOR FOSTER CARE YOUTH, LAWS REGARDING CHILDREN AGING OUT OF FOSTER CARE, BREAKING THE CYCLE OF POVERTY, AND THE COLLATERAL CONSEQUENCES OF CHARGING YOUTH WITH CRIMINAL OFFENSES. IN JUNE AND OCTOBER, CLC PRESENTED AT THE CHILD'S JUSTICE INITIATIVE TRAININGS ON EMERGENCY PROTECTIVE CARE HEARINGS TO RAMSEY, ANOKA, ISANTI, CHICAGO, CARVER, AND WRIGHT COUNTIES AND IN SEPTEMBER ON CHIPS PARENT ATTORNEY CORE SKILLS, REACHING ALMOST 300 ATTORNEYS AND OTHER STAKEHOLDERS OF THE MINNESOTA CHILD PROTECTION SYSTEM.- CLC'S WEBSITE INFORMS AND INVITES AT-RISK POPULATIONS TO DOWNLOAD RESOURCES THAT PERTAIN TO THE LEGAL RIGHTS OF CHILDREN IN FOSTER CARE. THIS, IN TURN, LEADS AT-RISK YOUTH TO CONTACT CLC FOR FURTHER INFORMATION AND ASSISTANCE. - CLC CONTINUES TO CONNECT WITH THE LOCAL LEGAL PROFESSIONALS ON THE FOSTER CARE YOUTH'S RIGHTS AND NEED FOR LEGAL REPRESENTATION, PRESENTING AT CLE TRAININGS, LAW SCHOOLS, CORPORATE LEGAL DEPARTMENTS, AND LAW FIRMS.- EDUCATED OLDER CLIENTS IN THE SYSTEM THAT THEY CAN REMAIN IN THE SYSTEM UNTIL AGE 21 AND CONTINUE TO RECEIVE SERVICES, EDUCATION, AND JOB SKILLS TRAINING.
