Organizations Filed Purposes: Community, family, child and transitional age youth centered treatment and development programs to ameliorate effects of trauma and support wellbeing, resiliency and psychosocial success of those served in the Baltimore metropolitan area. Participation with residents and professionals in building collaborative community capacity to respond with prevention and intervention services is our goal. Foster parents, unpaid tutors' mentors, full time agency staff, multi-disciplinary interns participate in our agency efforts to provide services and support to youth and families.

Treatment Foster CareKeeping maltreated children safe is among our highest priorities and MPP TFC had 0 indicated or unsubstantiated child maltreatment reports in 2019. 100% of TFC admissions received psychiatric evaluations supporting most appropriate and effective treatment planning for optimal positive outcomes. 3 new foster parents were added to MPP TFC program. MPP received the New Generation PRIDE Training and implemented it with 100% of MPP foster parents. Average census totaled 42 with 19 successful reunification's, 1 adoption, 1 enlistment into the United States Marine Corp, 4 successful age outs from foster care, 2 placement into MPP ILP.

ILP Independent LivingThe MPP ILP program maintained the intensive treatment model aligned with the needs of ILP population throughout the state. Each youth received psychiatric evaluation at intake, improving overall positive outcomes through identification of mental health / mental illness barriers to use of program and community services. Ongoing enhanced support for LGBTQ youth through services of newly employed Licensed Clinical Social Worker as dedicated advocate. Ongoing implementation of of Sanctuary Model SELF psychoeducational groups which result in observable improvements in youth self regulation and executive functioning. 100% engaged in life skills training, 16 enrolled in post secondary educational programs, an average of 9 maintained full and part time employment continuously in 2019. Full census of 22 maintained in 2019.

PROJECT NORTHSTAR DCNorthstar Tutoring: is a one-on-one tutoring and mentoring program for homeless and low-income children in the Washington, D.C. area. All of our tutors/mentors are volunteers and the program is free for participants.Northstar expanded to two new locations in the last year. Columbia HeightsNorthstar continued our decades long program in Columbia Heights providing tutoring to low income students in the surrounding neighborhoods. Approximately 80 students are enrolled in the Columbia Heights program, with the majority coming twice weekly. Students work on homework and math and reading materials during the 90 minute sessions. Approximately 150 full-time tutor/mentor volunteers and substitutes participated in the program throughout the year. Northstar recently partnered with the Mt. Pleasant Library and is now holding Wednesday tutoring sessions in the library. Garrison ElementaryAfter a success pilot program last spring, Northstar opened a full program in October, 2019 to serve some of the lowest performing students at Garrison Elementary. The program focused on about 25 students who attended twice weekly, hour long sessions. Students worked on a combination of homework and supplemental materials. Northstar worked with teachers to create supplemental materials based on math and reading goals identified by teachers for each student. Approximately 60 tutors participated throughout the year, some as full-time tutor/mentor volunteers and some as part time substitutes. Hyattsville Teen CenterNorthstar formed a partnership with the City of Hyattsville to replicate the DC program for 6-12th grade students living and/or attending school in Hyattsville. Approximately 30 students attend twice weekly, 90 minute sessions. As with our other programs, students focus mainly on homework but are also provided with additional academic materials for occasions when they don't have homework. Approximately 50 tutors participated throughout the year, some as full-time tutor/mentor volunteers and some as part time substitutes. Northstar will continue to provide tutoring services to these students throughout the summer to help prepare them for the coming year. Funding:Northstar brought in approximately $15,000 in personal donations and $65,000 in contract work for Hyattsville and Garrison tutoring services. In kind donations included free space for our weekly tutoring programs, snacks for the students, and a number of office and school supplies for tutoring sessions.
