THE MICA GROUP'S MISSION IS TO CONNECT TRIBAL GOVERNMENTS AND INDIGENOUS COMMUNITIES WITH THE PEOPLE AND RESOURCES THEY NEED TO REACH THEIR GOALS. BY HONORING CULTURAL DIVERSITY AND INDIGENOUS WAYS OF KNOWING, WE SEEK TO CREATE A JUST, HUMANE, AND SUSTAINABLE WORLD.
MICA CONNECTS TRIBES AND TRIBAL COMMUNITIES WITH THE RESOURCES THEY NEED TO REACH THEIR GOALS.
1. INDIGENOUS LEADERS INITIATIVE:THE INDIGENOUS LEADERS INITIATIVE IS A PROVEN PLATFORM TO HELP PROVIDE FUNDING AND ADMINISTRATIVE SUPPORT FOR NATIVE ELDERS AND TRADITIONAL LEADERS FROM THROUGHOUT INDIAN COUNTRY AS THEY CARRY OUT THEIR WORK TO PERPETUATE AND REVITALIZE THE TRADITIONAL/CEREMONIAL WAYS FOR THE BENEFIT OF THE PEOPLE, MOTHER EARTH, AND THE GENERATIONS YET TO COME.2019 PROJECTS INCLUDED: 1. INDIGENOUS WOMEN, ANCIENT WISDOM, A PERMANENT SACRED CIRCLE OF INDIGENOUS ELDER WOMEN REPRESENTING THE FOUR DIRECTIONS;2. RETURN TO OCETI SAKOWIN, SUPPORT OF THE REUNIFICATION OF THE SEVEN COUNCIL FIRES OF THE OCETI SAKOWIN (GREAT SIOUX NATION);3. INDIGENOUS LEADERS TRAVEL FUND, A DISCRETIONARY TRAVEL FUND IN SUPPORT OF TRADITIONAL SPIRITUAL ELDERS AND LEADERS.PROJECTS AND GATHERINGS OF THE INDIGENOUS LEADERS INITIATIVE INCLUDED TRADITIONAL ELDERS AND LEADERS FROM THE FOLLOWING NATIONS: LAKOTA/DAKOTA/NAKODA, HAUDENOSAUNEE (TUSCARORA, CAYUGA, ONEIDA, MOHAWK, ONONDAGA, SENECA), MUSKOGEE/CREEK, INDEPENDENT TRADITIONAL SEMINOLE, TESUQUE PUEBLO, ZUNI PUEBLO, PICURIS PUEBLO, HOPI, DINE (NAVAJO), HAVASUPAI, SOUTHERN SIERRA MIWUK, YOKUT, TULALIP, MAIDU, HAIDA, SHOSHONE, PAIUTE, BITTERROOT SALISH, PEND DOREILLE, ASSINIBOINE, NORTHERN CHEYENNE, APSAALOOKE CROW, AND ANISHINAABEKWE. 2. PATHWAYS ON A LANGUAGE LANDSCAPE: NEXT STEPS PROJECT:THE GOAL OF THE NEXT STEPS PROJECT IS TO SUPPORT TRIBAL COMMUNITIES IN BUILDING THE INTERNAL CAPACITY TO SUCCESSFULLY PLAN, DEVELOP, AND IMPLEMENT PROGRAMS THAT ADDRESS THE LANGUAGE AND CULTURE REVITALIZATION GOALS THEY HAVE SET FOR THEMSELVES. THE PROJECT: 1) PROVIDES INFORMATION, TRAINING, AND ASSISTANCE IN HELPING TRIBAL COMMUNITIES TO INCREASE THE EFFECTIVENESS OF THEIR LANGUAGE REVITALIZATION PLANNING AND DEVELOPMENT AND 2) PILOTS, ASSESSES, AND REFINES NEW MODELS TO GATHER INFORMATION FOR FUTURE BEST PRACTICES TO STRENGTHEN CONNECTIONS SUPPORTIVE OF BUILDING NEW INFRASTRUCTURE IN THE FIELD OF LANGUAGE REVITALIZATION.IN 2019, 10 TRIBES RECEIVED INDIGENOUS LANGUAGE REVITALIZATION (ILR) PLANNING AND DEVELOPMENT ASSISTANCE VIA PHONE, EMAIL, ONSITE CONSULTATION, AND/OR VIDEO CONFERENCING. THE PLANNING AND DEVELOPMENT ASSISTANCE PROVIDED WAS CUSTOMIZED TO EACH TRIBAL NATION BASED ON INPUT FROM INITIAL CONSULTATIONS. REQUESTS FOR ASSISTANCE VARIED WIDELY IN THEIR SCOPE AND CONTENT; RANGING FROM LARGE STRATEGIC PLANS TO HELP WITH WRITING GRANT PROPOSALS. 2019 OUTCOMES: 1) THE PROJECT IS PRODUCING RICH, GROUNDED DATA ON THE PLANNING, DEVELOPMENT, AND INFRASTRUCTURE NEEDS, ISSUES, AND CHALLENGES WITHIN THE FIELD OF LANGUAGE REVITALIZATION. 2) THE PROJECT IS CREATING AN EMERGING NETWORK OF PRACTITIONERS, ADVISORS, AND PARTNERS FOR EXPANDED DEVELOPMENT OF THE PROJECT. 3) THE PROJECT HAS DEMONSTRATED THE VALUE OF A PARTICIPATORY GRANT MAKING AND FACILITATED PLANNING MODELS WITH POTENTIAL TO SCALE UP TO THE NATIONAL LEVEL. NATION 1 CREATED A STRATEGIC PLAN FOR RECRUITMENT AND HIRING, SUCCESSFULLY NAVIGATED IT THROUGH THE TRIBAL GOVERNMENT, AND HIRED A 3-PERSON DEVELOPMENT TEAM TO STAFF THEIR NEWLY FORMED LANGUAGE DEPARTMENT.NATION 2 DEVELOPED AN ANA GRANT PROPOSAL WHICH ALSO SERVES AS A FOUNDATIONAL PLANNING DOCUMENT FOR THE FUTURE OF LANGUAGE REVITALIZATION WORK WITHIN THE COMMUNITY IN THE AREAS OF CURRICULUM DEVELOPMENT, ARCHIVES, AND TEACHER TRAINING. NATION 3 IDENTIFIED A HIGHLY QUALIFIED INSTRUCTOR FROM THE COMMUNITY AND WORKED WITH THEM TO DEVELOP AND IMPLEMENT AN INTRODUCTORY COURSE FOR THEIR TRIBAL LANGUAGE THAT ALSO SERVES AS A RECRUITMENT TOOL TO IDENTIFY AND CULTIVATE YOUNG PEOPLE FOR FUTURE EXPANSION OF LANGUAGE REVITALIZATION WORK IN THE COMMUNITY. NATION 4 WORKED TO IMPROVE THE EFFECTIVENESS OF TEACHING AND LEARNING WITHIN THEIR MASTER APPRENTICE PROGRAM AND TO CREATE AN INDEPENDENT DEPARTMENT WITHIN THE TRIBAL GOVERNMENT STRUCTURE TO SUPPORT MASTER APPRENTICE LEARNING OVER THE LONG-TERM. NATION 5 REDESIGNED THEIR LANGUAGE DEPARTMENT'S STRUCTURE, MISSION, GOALS, AND OBJECTIVES TO ALIGN WITH CURRENT CAPACITY AND CREATED THE FIRST DRAFT OF A COMPREHENSIVE PLAN TO GUIDE FUTURE DEVELOPMENT AND EXPANSION. NATION 6 HIRED AN ANISHINAABE LANGUAGE AND CULTURE COORDINATOR AND DEVELOPED AN OJIBWE LANGUAGE ADVISORY GROUP MADE UP OF COMMUNITY MEMBERS WHO ARE COMMITTED TO LANGUAGE REVITALIZATION. IN ADDITION, THEY CREATED A COMPREHENSIVE 5-YEAR PLAN DESIGNED TO LEAD THEIR COMMUNITY TOWARD FLUENCY IN OJIBWEMOWIN BY UTILIZING INPUT FROM 9 LANGUAGE ADVISORY GROUP MEETINGS, 12 TRIBAL STAFF MEETINGS, INFORMATION FROM THE 2018 TRIBAL CENSUS (OVER 1,000 PARTICIPANTS), AND A LANGUAGE SURVEY WHICH HAD 35 PARTICIPANTS. NATION 7 BEGAN WORK ON A RESEARCH PROTOCOL TO STRUCTURE A FRAMEWORK FOR A LANGUAGE ACQUISITION MODEL, FORMED A TEACHER ADVISORY GROUP, AND A LANGUAGE CURRICULA WRITING GROUP.3. TRIBE-TO-TRIBE CULTURAL SITE PROTECTION MENTORSHIP PROJECT:IN PARTNERSHIP WITH THE NATIONAL TRIBAL GEOGRAPHIC INFORMATION SUPPORT CENTER AND 17 TRIBES, MICA CREATED THE FIRST NATIONAL TRIBE-TO-TRIBE MENTORSHIP PROGRAM TO PROTECT SACRED AND CULTURAL SITES. MICA GRANTMAKING IN 2019, MICA ADMINISTERED 78 GRANTS FOR 62 TRIBAL NATIONS AND TRIBAL NONPROFITS, AND WILL CONTINUE TO ADMINISTER MANY OF THESE GRANTS IN 2020. SINCE 2015, THROUGH OUR CULTURAL RESOURCE FUND PROGRAM, MICA HAS AWARDED OVER 500 GRANTS TOTALING $9.4 MILLION TO 201 TRIBAL NATIONS AND 41 STATE HISTORIC PRESERVATION OFFICES (58% OF THE TRIBES AND 85% OF THE STATES IN THE CONTINENTAL U.S.) THESE GRANTS HAVE GENERATED $15 MILLION IN MATCHING FUNDS FROM FEDERAL, STATE, LOCAL, AND TRIBAL GOVERNMENT, INDUSTRY, AND PRIVATE PHILANTHROPY.
