PREFERENCE FOR AWARDING GRANTS WERE GIVEN TO THOSE ENTITIES WHO ADDRESSED UN-MET NEEDS AND TO PERSONS WHO LACK ACCESS TO FINANCIAL MEANS. APPLICANTS WERE REQUIRED TO SUBMIT, AMONG OTHER REQUESTS, FINANCIAL STATEMENTS, 501(C)(3) CERTIFICATION, AND A BUDGET PLAN.SPECIAL PROJECT GRANTS WERE ISSUED TO ORGANIZATIONS WHO PROVIDED ASSISTANCE IN THE AREA OF AT-RISK YOUTH AND VIOLENCE, AN ISSUE & DEMAND THAT WAS INCREASED AFTER A VIOLENT UPHEAVAL THAT OCCURRED IN WEST BALTIMORE IN 2015 AFTER AN ALTERCATION AND DEATH OF A YOUNG ADULT AT THE HANDS OF BALTIMORE CITY POLICE OFFICERS.
