THE PIE CERTIFICATION PROGRAM WAS CREATED BY CONGRESS IN 1979 TO ENCOURAGE STATES AND UNITS OF LOCAL GOVERNMENT TO ESTABLISH EMPLOYMENT OPPORTUNITIES FOR PRISONERS THAT APPROXIMATE PRIVATE-SECTOR WORK OPPORTUNITIES.
