FOR THE PERIOD MARCH 1, 2015 THROUGH FEBRUARY 28, 2016, THE FISSILE MATERIALS WORKING GROUP (FMWG), A PROJECT OF THE CENTER FOR A SECURE NUCLEAR FUTURE, CONTINUED TO PROVIDE INNOVATIVE POLICY RECOMMENDATIONS TO ADVANCE ITS LONG-TERM GOALS TO MINIMIZE AND ELIMINATE FISSILE MATERIALS, ADDRESS THE SECURITY OF ALL MATERIALS (INCLUDING MILITARY), IMPROVE INFORMATION-SHARING, CREATE MOMENTUM FOR CONSISTENT AND EFFECTIVE BEST PRACTICES AND STANDARDS, AND SUSTAIN CONTINUOUS PROGRESS ON NUCLEAR SECURITY BY:- CREATING OF THREE POLICY DEVELOPMENT WORKING GROUPS THAT PRODUCED 11 NEW, INNOVATIVE AND ACTIONABLE RECOMMENDATIONS ON: (1) ELIMINATION OF HEU IN CIVILIAN APPLICATIONS; (2) ENHANCING THE SECURITY OF MILITARY NUCLEAR MATERIALS; AND, (CONTINUED ON SCHEDULE O)(3) INFORMATION-SHARING, STANDARDS AND BEST PRACTICES, AND SECURITY CULTURE. THE JOINT REPORT, "THE RESULTS WE NEED IN 2016: POLICY RECOMMENDATIONS FOR THE NUCLEAR SECURITY SUMMIT" WAS RELEASED ON JUNE AND OVER 150 PAPER COPIES WERE DISTRIBUTED TO THE PUBLIC AND NUCLEAR SECURITY SUMMIT'S (NSS) SHERPAS. THE FMWG PRESENTED ITS RECOMMENDATIONS AT A SHERPAS MEETING IN JUNE. SOME OF THE RECOMMENDATIONS WERE INCLUDED IN OFFICIAL NSS OUTCOMES (NATIONAL REPORTS AND STATEMENTS, THE COMMUNIQUE AND RELATED INITIATIVES), SUCH AS THE AUSTRIAN GOVERNMENT ENDORSING COMPREHENSIVE NUCLEAR SECURITY STANDARDS AT THE 2015 IAEA GENERAL CONFERENCE.- DEVELOPING IN-DEPTH PAPERS THROUGH ITS WORKING GROUPS: "ROADMAP TO MINIMIZE AND ELIMINATE HIGHLY ENRICHED URANIUM," "THE CASE FOR HIGHLY ENRICHED URANIUM FREE ZONES," "EVALUATING IAEA ROLE IN SECURING MILITARY MATERIALS," "TOWARD A NEW INTERNATIONAL NORM: EFFECTIVE SECURITY FOR MILITARY NUCLEAR MATERIALS, AND "INTERNATIONAL COOPERATION TO SECURE MILITARY NUCLEAR MATERIALS."- INSERTING THE 5 PRIORITIES FOR GLOBAL NUCLEAR SECURITY INTO THE POLICY CONVERSATION THROUGHOUT THE NSS PROCESS. THE FMWG IMPLEMENTED AN AMBITIOUS SOCIAL MEDIA CAMPAIGN BY CONTRACTING THE DEWEY SQUARE GROUP (DSG), A DIGITAL MEDIA FIRM, ALLOWING THE FWMG TO TARGET THE GENERAL PUBLIC AND SIMPLIFY THE ISSUES FOR POLICYMAKERS AND THE PUBLIC WITHOUT SACRIFICING THE NUANCE THAT MAKES STRENGTHENING GLOBAL NUCLEAR SECURITY AMONG THE MOST COMPLEX AND CRITICAL TRANSNATIONAL CHALLENGES OF 21ST CENTURY. THE 5 PRIORITIES FIRST VIDEO WAS RELEASED IN FALL 2015 AND GARNERED MORE THAN 220,000 VIEWS, AN UNPRECEDENTED NUMBER OF VIEWS FOR VIDEOS IN THIS FIELD, CAPTURING ATTENTION FROM THE WHITE HOUSE AND 2016 NSS OFFICIALS. THE 5 PRIORITIES WERE ALSO TRANSLATED INTO 8 LANGUAGES OTHER THAN ENGLISH.
