SINCE 1999, IEF'S PARTNERSHIP NETWORK HAS GROWN TO 71 EYE HOSPITALS AND CLINICS IN 22 COUNTRIES IN AFRICA, SOUTHEAST ASIA, LATIN AMERICA, THE CARIBBEAN, AND MIDDLE EAST. SINCE 2000, IEF AND OUR PARTNERS DEVELOPED HIGH VOLUME LOW-COST SERVICES AND EXAMINED 8,139,960 PERSONS AND PERFORMED 480,559 CATARACT SURGERIES FOR ALL INCOME GROUPS INCLUDING THE POOR AND ACHIEVED NET REVENUE OVER EXPENDITURES.A GRANT FROM THE LAVELLE FUND FOR THE BLIND IN THE AMOUNT OF $497,612 OVER THREE YEARS (2018-2020) SUPPORTS A PROGRAM WITH THE MINISTRY OF HEALTH IN PERU, SOUTH AMERICA, TO STREAMLINE SERVICES AND INCREASE THE NUMBER OF POOR PEOPLE RECEIVING CARE. IEF AND OUR PRIVATE SECTOR PARTNER DIVINO NINO JESUS (DNJ) WORK WITH PERU'S NATIONAL INSTITUTE OF OPHTHALMOLOGY AND THE REGIONAL INSTITUTE OF OPHTHALMOLOGY TO REFORM PATIENT SERVICES AND STRENGTHEN THE CAPACITY TO MENTOR FIVE SECONDARY LEVEL EYE DEPARTMENTS. QUALITY IMPROVEMENT STRATEGIES INCREASE CLINICAL SERVICE VOLUME AND IMPROVE THEIR SERVICES AND THE REFERRAL SYSTEM FROM THE SECONDARY HOSPITALS TO THE TERTIARY INSTITUTES. IEF ALSO SUPPORTS DIVINO NONO JESUS'S SERVICES IN LIMA AND THEIR SATELLITE IN EYE CLINIC IN IQUITOS/LORETO A GRANT FROM THE ALCON FOUNDATION IN THE AMOUNT OF $233,769 OVER TWO YEARS (2019-2020) SUPPORTS A CONTINUING PROGRAM IN INDIA'S NORTHERN STATES. IEF SUPPORTS THE SUSRUT EYE FOUNDATION & RESEARCH CENTER, KOLKATA, WEST BENGAL, TO STRENGTHEN ITS CAPACITY AS A CENTER OF EXCELLENCE TO MENTOR, COACH, AND TRAIN TEAMS FROM SIX PARTNER EYE HOSPITALS. IEF AND SUSRUT HOSPITAL ARE DEVELOPING TRAINING PROGRAMS TO IMPROVE LEADERSHIP AND MANAGEMENT, OPERATING ROOM PROCEDURES, AND QUALITY MONITORING CONTRIBUTING TO SUSTAINABILITY. TRAINING MODULES ARE ACCREDITED AND CONTRIBUTE TO IEF'S STRATEGY TO SCALE TRAINING FOR SUSTAINABILITY AND TO INCREASE PARTNERSHIPS AND COLLABORATION. SINCE THE ONSET OF THE COVID-19 PANDEMIC, IEF AND PARTNERS ARE ADAPTING TRAINING AND TECHNICAL ASSISTANCE USING VIRTUAL TRAINING FORMATS.
CHILD BLINDNESS PROGRAM (CBP): THE UNITED STATES AGENCY FOR INTERNATIONAL DEVELOPMENT (USAID) FUNDS THE CHILD BLINDNESS PROGRAM (CBP), SUPPORTING EXPANDING ACCESS TO QUALITY EYE HEALTH SERVICES TO VULNERABLE CHILDREN WHO ARE VISUALLY IMPAIRED OR AT RISK OF BLINDNESS. THE PROGRAM SUPPORTS NON-GOVERNMENTAL ORGANIZATIONS AND EYE HOSPITALS IN DEVELOPING NATIONS TO INCREASE THE NUMBER OF CHILDREN PROVIDED WITH HIGH-QUALITY CARE AND ADVANCE GLOBAL KNOWLEDGE, BEST PRACTICES, AND INNOVATIVE APPROACHES FOR PEDIATRIC EYE HEALTH PROGRAMS THROUGH A WORLDWIDE COMPETITIVE GRANTS PROGRAM. FROM 2013 TO 2018, IEF WAS SUB-CONTRACTED AS THE TECHNICAL ADVISORY GROUP (TAG), AWARDING 53 GRANTS, RANGING FROM $100,000 TO $250,000, TO 31 CHILD EYE HEALTH PROGRAMS IN 26 DEVELOPING NATIONS OVER FIVE YEARS. THE CBP PROGRAM SCREENED 2,772,804 CHILDREN, DISPENSED 64,006 PAIR OF EYEGLASSES, PERFORMED 193,537 TREATMENTS OR SURGERIES, AND 7,223 CHILDREN BENEFITED FROM LOW VISION AND REHABILITATION SERVICES.USAID AWARDED A NEW CONTRACT TO INTEGRATIVE SCIENCES, LLC (INTSCI) TO MANAGE USAID'S $11.4 MILLION GRANTS UNDER CONTRACT PROGRAM (2018-2023) WITH A SUB-CONTRACT TO IEF IN THE AMOUNT OF $1,825,783 OVER FIVE YEARS. AS THE TECHNICAL ADVISORY GROUP TO CBP, IEF PROVIDES TECHNICAL ASSISTANCE TO PROJECTS THAT TRAIN PEDIATRIC OPHTHALMOLOGISTS AND ALLIED OPHTHALMIC PERSONNEL, SUPPORT SCREENING FOR CHILDREN AND SIGHT-SAVING TREATMENT, SURGERY, AND EYEGLASSES, AND EXPANSION OF REHABILITATION SERVICES FOR VISUALLY IMPAIRED AND BLIND CHILDREN. IN FY2020, THE TAG SUPPORTS GRANT ROUND #1 AWARDS TO TEN ORGANIZATIONS IN NINE COUNTRIES, AND GRANT ROUND #2 AWARDS FOR 12 NEW GRANTS TO 11 ORGANIZATIONS ARE IN NEGOTIATION.
PUBLIC HEALTH INITIATIVES: IEF PIONEERED THE COMMUNITY-BASED MECTIZAN DISTRIBUTION TO CONTROL ONCHOCERCIASIS (RIVER BLINDNESS) IN CAMEROON IN 1992. IEF CONTINUES TO HELP THE PEOPLE OF CAMEROON SUFFERING FROM INFECTION AND WHO ARE AT RISK OF BLINDNESS. THE ONCHOCERCIASIS CONTROL PROGRAM EXPANDED TO TREAT LYMPHATIC FILARIASIS AND SCHISTOSOMIASIS. IN CALENDAR 2019, IEF TREATED 1,219,363 PERSONS LIVING IN 927 VILLAGES WITH MECTIZAN IN ADAMAOUA PROVINCE AND SOUTH PROVINCE. THE PROGRAM ACHIEVED 100% GEOGRAPHIC COVERAGE AND 81% THERAPEUTIC COVERAGE (APPROXIMATELY 20% OF THE POPULATION ARE INELIGIBLE FOR TREATMENT DUE TO AGE, PREGNANCY, AND ILLNESS). SINCE 1997 IEF HAS TREATED 15,207,286 PERSONS. A SUB-AWARD FROM THE HELLEN KELLER INTERNATIONAL (HKI) UNDER A UNITED STATES AGENCY FOR INTERNATIONAL DEVELOPMENT (USAID) FUNDED ACT TO END NTDS/WEST PROGRAM IN THE AMOUNT OF $408,090 (2019-2020) SUPPORTS THE DISTRIBUTION PROGRAM. THE SUB-AWARD INCLUDES THE ADMINISTRATION OF FUNDING TO THE MINISTRY OF HEALTH IN BOTH PROVINCES. IEF AND THE IEF CAMEROON OFFICE MANAGE THE SUB-AWARD. IEF RECEIVES DONATIONS OF MECTIZAN TABLETS ANNUALLY FROM MERCK AND COMPANY, INC. IN THE FISCAL YEAR ENDED 2020, IEF RECEIVED $3,999,750 WORTH OF MECTIZAN AS AN IN-KIND DONATION SHIPPED DIRECTLY FROM MERCK TO CAMEROON. IEF AND IEF CAMEROON ARE ADMINISTERING AN EPIDEMIOLOGICAL STUDY TO DETERMINE THE IMPACT OF MECTIZAN DISTRIBUTION ON ELIMINATING ONCHOCERCIASIS.
