ABINGDON WOODS PROJECT:RIVERKEEPER WORKED WITH OTHER NONPROFITS AND COMMUNITY ASSOCIATIONS IN THE BUSH RIVER WATERSHED CREATING AWARENESS ABOUT THE ABINGDON WOODS PROJECT AND OPPOSED A FOREST CONSERVATION ACT APPROVAL THAT WOULD ALLOW 59 OF 85 SPECIMEN TREES ON SITE TO BE REMOVED. WE REQUESTED A PUBLIC HEARING AND GAVE TESTIMONY OPPOSING A PROPOSED WETLANDS & WATERWAY PERMIT THAT WOULD ALLOW THE CONVERSION OF A 330 ACRE FORESTED PARCEL IN ABINGDON TO A BUSINESS PARK WITH OVER 2.5 MILLION SQ FEET OF WAREHOUSE SPACE & ASSOCIATED WETLANDS. THE SITE CURRENTLY CONTAINS MANY SENSITIVE ENVIRONMENTAL FEATURES INCLUDING SIGNIFICANT FORESTED WETLANDS, SPECIMEN TREES & PART OF A STREAM CATCHMENT DRAINING TO OTTER POINT CREEK, A HIGH QUALITY TIER II WATERWAY THAT DRAINS INTO THE VIBRANT BUSH RIVER LARGEMOUTH BASS FISHERY. THIS FORESTED AREA PROVIDES VITAL STORMWATER & FLOOD CONTROLS TO ADJACENT AND DOWNSTREAM RESIDENTIAL AREAS. THIS WORK IS ONGOING. 25% OF TOTAL PROJECTS.

C.P. CRANE COAL FIRED POWERPLANT: THIS SIGNIFICANT DISCHARGER OF PCB'S IN THE GUNPOWDER WATERSHED WAS CLOSED BY MDE ENFORMEMENT ACTION THUS CEASING COAL BURNING AND DISCHARGES AND CONTINUED ITS PATH TO A GAS CONVERSION TO GENERATE POWER. RIVERKEEPER TRACKED A RELATED HYDROCARBON REMEDIATION DISCHARGE PERMIT & REQUESTED A HEARING & SENT IN FORMAL COMMENTS ON THE FACILITIES NATIONAL POLLUTION ELIMINATION DISCHARGE PERMIT (NPDES) APPLICATION BEFORE MDE. RIVERKEEPER ALSO TRACKED CHANGE OF ZONING APPLICATION DURING THE BALTIMORE COUNTY COMPREHENSIVE ZONING MAPPING & PLANNING PERIOD WHEREAS THE PLANT APPLIED FOR A ZONING AMENDMENT TO THE PROPERTY ON 119 ACRES FROM RESOURCE CONSERVATION TO INDUSTRIAL ZONING THAT IF APPROVED WOULD IMPACT LAND USE & WATER QUALITY IN THE TIDAL GUNPOWDER & MIDDLE RIVERS & COULD BECOME A STRANDED ASSET IN THE FACE OF CLIMATE CHANGE & SEA LEVEL RISE BECAUSE THE PENINSULA ALONG THE TIDAL GUNPOWDER & MIDDLE RIVER IS APPROXIMATELY ONE FOOT ABOVE SEA LEVEL. 15% OF TOTAL PROJECTS.

MDE DISCHARGE PERMIT: RIVERKEEPER OPPOSED A NATIONAL POLLUTION & ELIMINATION DISCHARGE PERMIT (NPDES) APPLICATION THAT WOULD ALLOW UP TO 5,000 GALLONS PER DAY OF TREATED WASTEWATER TO BE DISCHARGED INTO INDIAN GRAVE RUN, AN EPHEMERAL STREAM THAT EMPTIES INTO THE LITTLE GUNPOWDER FALLS AT THE JERICH COVERED BRIDGE IN KINGSVILLE. RIVERKEEPER COMMENTED & PROMPTED ENFORCEMENT ACTION & A PUMP OUT PLAN IN A MDE CONSENT DECREE FOR THE OUT OF COMPLIANCE FACILITY. RIVERKEEPER EXPANDED MDE'S PUBLIC NOTICE OF THE APPLICATION THAT PROMPTED TO HOLD INFORMATIONAL HEARINGS IN BOTH BALTIMORE & HARFORD COUNTIES, MD. THE APPLICATION WAS WITHDRAWN AFTER A PLAN TO UTILIZE AND UPGRADE THE EXISTING SEPTIC FIELDS WAS APPROVED. 20% OF TOTAL PROJECTS.
