Organizations Filed Purposes:
MONTGOMERY COUNTY COALITION FOR THE HOMELESS, INC. ("MCCH- OR THE "ORGANIZATION") IS A NON-PROFIT CORPORATION, ORGANIZED IN MARYLAND, WHOSE EXEMPT PURPOSE IS TO LEAD THE EFFORT TO END HOMELESSNESS IN THE COMMUNITY BY CREATING HOUSING OPTIONS, PROVIDING SUPPORTIVE SERVICES, AND FACILITATING COLLABORATION, EDUCATION AND ADVOCACY BASED ON THE BELIEF THAT EVERY PERSON IS ENTITLED TO THE DIGNITY OF A HOME. MCCH IS PROHIBITED BY ITS CHARTER DATED JULY, 1990, AND AS REVIVED JUNE 14, 1993, FROM ISSUING CAPITAL STOCK. MCCH SERVES THE HOMELESS AND FORMERLY HOMELESS POPULATIONS IN MONTGOMERY COUNTY, MARYLAND. IN PURSUIT OF THE GOALS OF ITS EXEMPT PURPOSE, MCCH OPERATES 13 PROGRAMS.
THE PARTNERSHIP FOR PERMANENT HOUSING (PPH): PROVIDES PERMANENT SUPPORTIVE HOUSING FOR 115 FORMERLY HOMELESS FAMILIES AND 47 SINGLE ADULTS IN SCATTERED-SITES THROUGHOUT MONTGOMERY COUNTY. PPH IS FUNDED BY THE HOUSING OPPORTUNITIES COMMISSION (HOC), MONTGOMERY COUNTY DHHS AND THE MONTGOMERY COUNTY DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS.
SAFE HAVENS: THE SAFE HAVENS PROGRAM PROVIDED EMERGENCY HOUSING AND SUPPORTIVE SERVICES FOR 20 MEN AND WOMEN WITH SEVERE AND PERSISTENT MENTAL ILLNESS OR CO- OCCURRING DISORDERS EXPERIENCING HOMELESSNESS. THE PROGRAM WAS FUNDED PRIMARILY BY A GRANT FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) AND WAS REFERRED TO BY MCCH AS THE "SAFE HAVENS." THE SAFE HAVENS PROGRAM ENDED IN FY19.
THE HOME BUILDERS CARE ASSESSMENT CENTER (HBCAC) PROVIDES EMERGENCY SHELTER AND SUPPORTIVE SERVICES TO MEN WHO ARE EXPERIENCING HOMELESSNESS. HBCAC'S STANDARD CAPACITY WAS 60 MEN AND INCREASED TO UP TO 236 MEN DURING HYPOTHERMIA SEASON; HOWEVER, DURING THE COVID-19 PANDEMIC, HBCAC HAS BEEN OPERATING AT 3 LOCATIONS AND SERVING UP TO 200 RESIDENTS NIGHTLY. THIS PROGRAM IS PRINCIPALLY FUNDED BY GRANTS FROM MONTGOMERY COUNTY DEPARTMENT OF HEALTH AND HUMAN SERVICES (DHHS), THE STATE OF MARYLAND DEPARTMENT OF HUMAN RESOURCES AND WITH COMMUNITY DEVELOPMENT BLOCK GRANTS FUNDS THROUGH THE MONTGOMERY COUNTY DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS WITH SUPPORT FROM THE CITIES OF GAITHERSBURG AND ROCKVILLE.
